Wonji/Shoa Sugar Factory (WSSF),
Ethiopia, on behalf of the Government of Federal Democratic Republic
of Ethiopia intends to install one new sugar factory with designed
cane crushing capacity of 12,500 TCD (tons cane per day) including
cogeneration. The project site is located about 100 km south East of
Addis Ababa in the east Oromia region of Ethiopia. The project site
is adjacent to the Nazareth-Asela highway with a convenient distance
to the port of Djibouti, which is about 850
km.
INVITATION OF BIDS
WSSF
invites bids from interested bidders to design, manufacture, supply,
delivery to Port of Djibouti, transport locally to the site, store,
erection of mechanical and electrical equipment, train employer’s
personnel, commission, test and hand over under terms of single
turnkey contract of:
LOT 3. JUICE EXTRACTION PLANT (Bid No.: WSSF-03-JE)
LOT 4. STEAM GENERATION PLANT (Bid No.: WSSF-04-SG)
The Juice Extraction Plant (Lot 3)
shall comprise of two new milling tandems consisting of cane
preparation and mills as per specifications defined in bid document,
suitable for 12,500 TCD capacity.
The Steam Generation Plant (Lot 4)
shall comprise of three boilers with all accessory and auxiliary
equipment, each of Maximum Continuous Rating (MCR) of 130 t/h at 65
bara steam pressure and 510+/-5 0C temperature at the
outlet of super heater header including bagasse handling, PRV
station, DM plant, etc., as per the specifications defined in bid
document.
Bidding
will be conducted through Competitive bidding procedures specified
in the bid documents and are open to all the eligible bidders from
Indian firms, joint ventures, Consortiums. Bidder will be selected
trough a transparent process in accordance with the requirement
defined in the bid document for selection of bidders. However, the
eligibility criteria of the bidder shall be based on the following:
a) The bidding firm should have been
in existence for at least 10 year. In case of
consortium, the lead bidder should be mentioned and should have been
in existence for at least 10 years. In case of Joint
Venture specially formed for the purpose of this project, the
lead bidder should be mentioned and at least one member should have
been in existence for at least 10 years.
b) For Juice Extraction Plant (Lot 3), the main bidder (or) one member
of Joint Venture/Consortium (or) their respective subcontractor
should have at least 10 years experience in design, manufacture,
supply and installation of sugar cane factory Juice Extraction
plant, capacity not less than 200 tch.
c) The bided, should have a minimum current net worth of US $ 10 million
(working capital), certified by a reputed Chartered Accountancy
firm. In case of Consortium/join Venture, the cumulative minimum
average net worth/fun flow of the members would be considered.
However, the lead bidder should satisfy at least 50% of the
financial criteria.
d) For Juice Extraction Plant (Lot 3), the main bidder (or) one
member of joint Venture/Consortium, (or) their respective
subcontractor must have executed a minimum of 2 such projects in the
past 10 years of Cane Milling suitable for cane crushing capacity
not less than 200 tch or of at least US $ 2 million contract value.
For Steam Generation Plant (Lot 4), the main bidder (or) one member of
Joint Venture/Consortium (or) their respective subcontractor must
have executed a minimum of 2 such projects in the past 10 years in
India or outside India and supplied and erected equipment outside
India in the past 5 years of Boiler not less than 60 t/h capacity or
of at least US $ 2 million contract value.
e) The bidder must have his associate or representative in
Ethiopia, who has adequate knowledge
in the procedures of immigration, customs, taxes, duties, port
clearance, local transportation, insurance, etc for proper
coordination.
f) The bid is to be accompanied with a bid security in an amount of US $
11,600 for each Lot.
Bidder, who fulfill the above
eligibility criteria can
purchase each bid document either directly or on submission of
written application upon payment of non-refundable fee of Ethiopian
Birr 5,000 or US $ 575 for each Lot, in the name of Wonji/Shoa Sugar
Factory, Ethiopian, by Demand Draft or Banker’s cheque. An amount of
Ethiopia Birr 5000 or US $ 58 for each Lot is to be added towards
postage/courier if required.
Bidder has the option to either participate in all two bids as a single
turnkey contractor or participate as individual bidder for one or
two lots. Bid documents will be available for purchase as of he
tender advertisement published on newspapers up to the bid closing
date at Wonji/Shoa Sugar Factory, Liaison Office, Addis Ababa,
Ethiopia and also at J P Mukherji & Associates Pvt. Ltd. Pune,
India, Technical Consultant for the project.

eligibility criteria, if required. Wonji/Shoa Sugar Factory (WSSF)
reserves the right to accept or reject any or all bids.
