1. The
Oromia
Regional State through the
Government of Ethiopia has received credit from the International
Development Association toward the cost of the Water Supply and
sanitation Project and it intends to apply part of funds to cover
eligible payments under the Contract for Shallow Well Drilling and
Construction.
2. The
Oromia Regional Water Resources Bureau now invites sealed bids from
the local eligible bidders for the construction of 74 Shallow Wells.

3. The
award will be decided on a lot by lots basis in each category.
Bidders may bid for one or more tots, However, no bidder will be
allocated more than 1 (one) lot per drilling rig.
4. Bidding
will be conducted thorough the National Competitive Bidding (NCB) a
procedure specified in the World Bank’s Guidelines: Procurement
under IDA Credits., and is open to all bidders from eligible
National Competitive bidders as defined in the Guidelines.
5. Bids
shall be valid for a period of Ninety (90) days after bid opening.
Bids must be accompanied by bid security of not less than 2% of the
total bid price. They shall be delivered to Oromia Regional Water
Resources Bureau, 4th floor, Room No. 401, Finfinnee,
Telephone number 251-1655 83 74 on or before 2:00 P.M. 4th
of April, 2007. Bids shall be opened at 2:30 4th of
April, 2007 in the presence of bidders who wish to attend.
Electronic bidding will not be permitted. Late bids will be
rejected.
6. Qualifications
requirements include: (i) ownership (or existing lease or a suitable
drilling rig, (ii) completion of at last one borehole construction
contracts of similar size in past years, (iii) annual turnover of
equivalent the bid value for Shallow Wells in each of the last
years, (iv) liquid assets of at least 1/3 the contract value and (v)
experienced drilling team. Additional details are provided in the
bidding documents.
7. A
complete set of bidding document in English may be purchased
directly from the Water Bureau upon payment of a non-refundable fee
for each lot Birr 260.00 by interested bidders on submission of a
written application to the address indicated below.
8. Bidders
should present renewed Trade license, MWR Registration certificate,
VAT registration card and other relevant legal documents.
9. Oromia
Regional Water Resources Bureau reserves the right to reject all or
part of the bids.
