1.      The Oromia Agricultural Output Marketing Agency (OAOMA) has secured a budget from the Regional Government of Oromia to be used for the procurement of works for the construction of regional agricultural output terminal market at Burayu town of the Oromia Regional state.

2.      The OAOMA now invites sealed bids from eligible bidders who are interested and capable to allocated sufficient resources for the construction of a regional agricultural terminal output market to be construction of a regional agricultural terminal output market to be constructed within one year time. Bidders shall regularly registered with the Ministry of works and Urban development and who have renewed their license for the current fiscal year and have VAT registration certificate. Bidders are encouraged to bid for any of the lots indicated below; however a bidder can only be awarded one lot.

3.       Bidding will be conducted in accordance with the open national tendering procedures contained in the Public Procurement Proclamation of the Federal government of Ethiopia and is open to all eligible bidders.

4.      Interested eligible bidders may obtain further information from OAOMA and obtain the bidding documents at the address given below at 9(a) during office hours.

5.      A complete set of documents in English may be purchased by interested bidders at the addre3ss indicated below at 9(b) and upon payment of non-refundable fee of Ethiopian Birr 600 (Six Hundred).

6.      Bids must be delivered to the address below at 9(a) at or before (October 12, 2007 at 10:00 AM). All bids must be accompanied by a 2% but not more than Birr 100,000 bid security in the form of irrevocable letter of credit, bank guaranty or certified payment order (CPO) established through any commercial bank in Ethiopia. Late bids shall be rejected.

7.      Bidders are instructed to submit their bids as follows:

a)      one original and two copies of qualification document sealed separately and enclosed in an outer envelope sealed and clearly marked “Qualification Document”

b)      One original and two copies of Financial offer document sealed separately and enclosed an outer envelope sealed and clearly marked “Financial Offer Document” and warning “Do not open with the Qualification Document”

c)      Bid security sealed and clearly marked “Bid security”.

d)      All envelopes will be inserted in to an outer envelope and sealed.

The outer envelope shall bear the submission address and other information indicated in data sheet.

8.      Opening of Bids:

a)      The qualification document will be opened on October 12, 2007 at 10:30 AM in the presence of bidders and/or their representatives who whish to attend.

b)      The Financial offer Document shall remain sealed and deposited in to the box prepared for this purpose in the presence of auditor or any authorized party by the client, until all submitted financial documents are opened publicly.

c)      The qualified financial offer document opening and return of unopened financial offer document date and time will be announced by the client after completion of qualification document evaluation.
