FOR CONSULTING WORK

1.      The Regional Liaison Office for Africa of the Office of the United Nations High Commissioner for Refugees (UNHCR-RLO) seeks to engage consulting services for preparation of a synthesis report on Past-Conflict Reconstruction and development in Africa countries emerging from conflict and in post-conflict situations. These reports provide background information and analysis to facilitate broader understanding of the causes of conflict and its consequences, support country level assessments and provide broad recommendations for the development of integrated programmes to address critical needs and gaps in past and ongoing activities and facilitate the exchange of expertise, experience and best practices.

2.      The proposed report would consolidate the preliminary findings at the regional and continental level and deepen the analyses through further inquiry on cross cutting issues, regional and international dynamics as well as experience and lessons learnt from other parts of the world. The report will aim to provide comprehensive information, analyses, insight and recommendations that could inform and strengthen current or future policy, strategic and operational plans and activities relating to post-conflict recovery and reconstruction in Africa. The synthesis report will not exceed 350 to 400 pages and will be reviewed and editing by UNHCR.

3.      UNHCR-RLO hereby invites suitably qualified consultants and/or consulting firms based in Ethiopia with broad international experience and expertise in conducting high-level socioeconomic and political studies, conflict analysis, and issues related to post-conflict recovery and reconstruction. The consultant/firm is expected to have a team of experts in key areas of the project, must demonstrate substantial past experience and submit copies of past work demonstrating competence and product of high quality. The study will be conducted in English and the report is expected to be of the highest standard in terms of content, from and language and, must comply with the Terms of Reference which will be provided separately.

4.      Interested firms/candidates should collect the detailed Terms of Reference, additional information related to the consultancy as well as the tender documents from Nr.Meseret Ayele at the UNHCR-RLO Office located in Bole Sub-city, Kebele 23, House No. 1255 01/02, Addis Ababa (Tel. 011 661 28 22), from 9:00 A.M. to 12:00 noon, between 24 and 28 September 2007 by submitting a letter indicating their interest to offer their tenders.

5.      All communication/inquiry regarding the substantive work to be undertaken could be made by e-mail addressed to Dr. Befekadu BERHANUB@unhcr.org).

6.       Bidders should submit their offers providing all information requested in the bid document and clearly indicating the charges for their services in a sealed envelope addressed to and hand delivered at the UNHCR-RLO Office, from 9:00 A.M. to 5:00 P.M. by 12 October 2007. The UNHCR Office is located off Bole Road behind Saay Pastry. Faxed or email tenders will not be accepted.

7.      Bids will be opened shortly after the deadlines for submission of tenders.

8.      UNHCR-RLO reserves the right to reject any or all offers.
