“Italian Contribution to ESDP Program”

1.      The government of Ethiopia has received a grant from the Government of Italy in the framework of the Italian contribution to Education sector development Programme (ESDP) towards investment and technical assistance costs for primary, tertiary and post graduate education. Among other purposes this grant will be used to pay the successful bidder under the contract for the supply of tools, machines, equipment, vehicles and related installation and training services for the technical and vocational education and training (TVET) Colleges of Tegbareid and General Wingate in Addis Ababa as follows:

2.      The Ministry of Education (MoE) of Ethiopia, on behalf of Addis Ababa Tegbareid and General Wingate TVET Colleges, now invites sealed bids from eligible bidders under the world bank guidelines: procurement under IBRD Loans and IDA Credits. The tender is open to all bidders from eligible source countries as defined in the Guidelines:

3.      Interested eligible bidders may obtain further information and inspect the bidding document at the address below from 9:00 to 17:00, Addis Ababa time, except weekend and holidays, starting from the day of the advertisement of the present invitation for Bid.

4.      A complete set of bidding documents in English may be purchased from 9:00 A.M. of the day of the advertisement of the present Invitation for bid until November 23rd, 2007, 10:00 A.M. by interested bidders on the submission of a written application to the mentioned address upon payment of a non-refundable fee of Euro 17 or 200 ETB. The method of payment will be in cash or bank transfer 9National bank of Ethiopia, Account No. 0160101011300, swift code NBETETAA). The document will be handed over to the representative of bidders at the mentioned address or mailed at extra cost of Euro 45 540 ETB upon written request.

5.      All bids must be accompanied by a bid security of 15,000.00 euro (Fifteen Thousand Euro) valid for 180 days in the form of either a certified check, letter of credit or bank guarantee from banking institution counter guaranteed by local banks and must be delivered to:

Before the closure of bidding on December 7th, 2007 at 10:00 A.M. (Addis Ababa time). Bids will be opened in public at 10:30 A.M. (Addis Ababa time) of the same day. If a bidder is interested to participate in two or more lots, the bidder shall submit separate envelopes for each lot and one bid bond for each lot. Bidders have not the option of submitting their bids electronically. Education sector development Planning and Policy Analysis department invites the representatives of the bidders to attend at the purchaser’s address and time above mentioned.

6.      From the substantially responsive bids, the purchaser will evaluate from the technical point of view all requirement specifies in section VI, Schedule of requirements of the Bidding Documents; by awarding a maximum score of 260 to accordance to section III. Evaluation and Qualification Criteria of the bidding Documents. Subsequently, the purchaser will open the envelope containing the price schedules and evaluate their financial offer by awarding a maximum score of 180 in accordance to stated evaluation and Qualification Criteria. Bids will be evaluated lot by lot. Domestic preference will not be a bid evaluation factor
