1.      This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. 649 of Feb. 28, 2005.

2.      The Federal Democratic Republic of Ethiopia has received a loan from the International Bank of Reconstruction and Development/ International Development Association toward the cost of Post Secondary Education Project and it intends to apply part of the proceed of this credit to payments under the contract for the Procurement of video conference equipment and training.

3.      The Addis Ababa University now invites sealed bids from eligible and qualified bidders for Procurement of video conference equipment and training. Bidders should quite all the items specified in the schedule of requirement.

4.      Bids will be conducted though the International Competitive Bidding (ICB) a procedure specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders form Eligible Source Countries as defined in the Guidelines.

5.      Interested eligible bidders may obtain further information from Addis Ababa University and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M. during working days.

6.      Qualifications requirements include financial. A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.

7.      A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee ETB 100.00 or in amount equivalent to freely convertible currency. The method of payment may be done in cash at the university cash service or may be sent a cashiers cheque in equivalent amount of a freely convertible currency. For overseas bidder the cheque amount shall include the postage or courier charge for sending the tender documents to bidders. The Bidding Documents will be collected directly from the specified address below or delivered by the special courier (postal). No. Liability will be accepted loss or late delivery.

8.      Bids must be delivered to the address below at September 25, 2008 on 2:00 P.M. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be rejected. Bids will be opened in the presence of the Bidders/representatives who choose to attend in person at the address below at September 25, 2008 on 2:30 P.M. All bids must be accompanied by a Bid Security of ETB 30,000.00 Birr or an equivalent amount in a freely convertible currency.
