INVITATION TO TENDER FOR CONSULTING
WORK
Film Editor and Producer
1. The
Regional Liaison Office for Africa of the Office of the High
Commissioner for Refugees (UNHCR-RLO) seeks to engage services of a
company to produce two Documentary Films on Forced Displacement in
Africa in English (durations; 15 mins and 7 mins)
2. The
Purpose and Scope of Documentaries is to use them as advocacy tools
to generate interest in the area of forced displacement in Africa by
highlighting the plight of displace populations such as refugees,
IDPs and returnees; the challenges they face; the rot causes for
their displacement; what Governments are doing to prevent or contain
displacement; project, assist and find durable solutions for their
problems; and what more can be done by the African governments, the
AU, the UN and other actors.
3. Duration
of this assignment is maximum one month: 15 September to 15 October
2008. The target audiences are African member states, AU, UN, CSOs,
the general public. The documentaries will be aired prior to the AU
Special Submit via national media and international media
4. Tasks
and responsibilities of Company
The company will use existing pre
selected footage and nay other relevant material that the company
may have access to is edited in a manner that ensures high-quality
production of documentaries that provides a coherent and
comprehensive overview of refugees and displaced populations.
The company will be presented with a
pre-written script which it will be asked to comment on and improve
on, in consultation with UNHCR.
The company will ensure that the
documentary films are focused on displace people, their hosts as
well as governments, NGOs, UNHCR and other partners engaged in their
Protection and assistance.
The company will ensure maximum
coordination between the used material and recoding the accompanying
script. The films will also give space to the voices of peoples in
the film and the scrip text as subtitles.
5. Formats
for Documentaries: The documentaries need to be produced in
international broadcast quality. BETACAM format and High 8 formats
are needed. Tape formats are required in each of the 3 major
systems: PAL, SECAM and NTSC.
6. Qualification
and Experience of company staff in charge of the project.
The company shall assign a senior and
well experienced expert for this assignment. Such an expert should
have a University degree in audio-visual and/ or film production.
The company will also provide a
native English speaker with authentic voice for the reading of all
scripted text, introduction and conclusions of the film.
At least 3 years of proven experience
in video production
Extensive experience in developing
documentaries
Have all necessary and most modern
equipment to undertake the assignment.
Excellent technical capabilities to
ensure smooth and high-quality production (production staff: owner
of own production studio or documentation proof of full time access
to a rented during the work period)
Be able to substantiate experience by
providing copies of similar productions in the past.
Adherence to UNHCR General Terms and
conditions, and Payment & Delivery terms.
Advance knowledge of oral and written
English
Knowledge of Humanitarian work
desirable.
7. Interested
companied should collect the detailed Terms of Reference from Rohini
Deshmukh, External Relations Officer, at the UNHCRRLO Office located
in Bole Sub-City, Kebele 23, House No. 1255 01/02, Addis Ababa (Tel.
011 661 28 22) form 9:00 A.M. to 5:00 P.M. between 2 September to 8
September 2008. Bidders should submit their documents with complete
information indicating charges for their services in sealed
envelopes address to and handdeliveryed at eth UNHCR-RLO Office,
from 9:00 A.M. to 5:00 P.M. by 8 September 2008. UNHCR Office is
located off Bole Road behind Saay Pastry. Faxed or email tenders
will not be accepted.
8. Bids
will be opened shortly after the deadline for submission of tenders.
UNHCR-RLO reserves the right to reject any or all offers. |
