Invitation for Bids (IFB), Ethiopia
Health Sector Development Program Procurement of Medical Equipment

1.      The Federal Democratic Republic of Ethiopia has received a grant from the Global Alliance for Vaccines and Immunization (GAVI) towards the cost of Health Sector Development Program, and it intends to apply part of the proceeds of this grant to payments under the Contract for Procurement of Medical Equipment for 300 Health Centers.

2.      The Federal Democratic Republic of Ethiopia, Pharmaceuticals Fund and Supply Agency (PFSA) now invites sealed bids from eligible and qualified bidders for the supply of Medical Equipment to:

Afar Regional Health Bureau-Bahir Dar,
Amhara Regional Health Bureau-Gambella,
Gambella Regional Health Bureau-Gambella,
Oromia Regional Health Bureau-Addis Ababa,
Somali Regional Health Bureau-Jijiga,
Southern Nations Nationalities & Peoples Regional Health Bureau-Awassa, and
Tigray Regional Health Bureau-Mekelle

Under the following six Lots. Bidders have the option to bid for one or more lots.

            Lot I –Microscope
            Lot II –Centrifuges
            Lot III –Sterilizers
            Lot IV –Medical Refrigerator
            Lot V –Laboratory & Pharmacy Equipment
            Lot VI –Examination, Treatment, MCH, OR &
                          Delivery Equipment.

3.      Bidding will be conducted though the International Competitive Bidding (ICB) procedures specified in the Government Procurement Guideline and are open to all bidders from eligible Source Countries as defined in the Guidelines.

4.      Interested eligible bidders may obtain further information from Pharmaceuticals fund and supply Agency, Tel. +251 11 275 17 70 Or 27 76 32 70 Or 27 63 266, Fax. +251 11 275 22 55, E-mail:pfsa@ethionet.et, Addis Ababa, Ethiopia and inspect the Bidding documents at the address given below from 8:00 A.M. -12:00 P.M. and 1:00 P.M: -4:00 P.M. from Monday to Friday.

5.      Qualifications requirements include:

a)      Financial Capacity: A minimum average annual turnover of two times the bid price offered, over the last five years; and

b)      Experience and Technical Capacity: Having successfully completed a minimum of two contracts each of similar nature and size within the last five years.

c)      WHO product registration certificate for medical Refrigerators.

6.      A compete set of bidding documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of Ethiopian Birr 200 (Two Hundred Birr) or equivalent in a freely convertible currency. Those who want the bid document to be sent by a Courier Service shall pay and additional amount of ETB 515 or Equivalent in a freely convertible currency for a courier service charge or send a pre paid Courier Service Coupon. The method of payment will be in cash, or Cashier’s payment Order (C.P.O.) or direct deposit to Pharmaceuticals Fund and Supply Agency A/C/ No. 0133818504100 with the National Bank or Ethiopia.

7.      Bids must be delivered to the address below on or before 2:00 P.M. January 29, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend in person at the Conference Hall of Pharmaceuticals Fund and Supply Agency, Addis Ababa, Ethiopia at 2:30 P.M. January 29, 2009. All bids must be accompanied by a bid security of 2% of the bid amount including all incidental services or an equivalent amount in a freely convertible currency.
