Tegebareid and Gen. Wingate TVET Colleges in Addis Ababa
“Italian Contribution to ESDP Program”
1. The
Government of the Federal Democratic Republic of Ethiopia has
received a grant from the Government of Italy in the framework of
the Italian Contribution to Education Sector Development Program
(ESDP) towards investment and technical assistance costs for
primary, tertiary and post-graduate education. Among other purposes
this grant will be used to pay the successful bidder under the
contract for the supply of tools, machines, equipment, vehicles and
related installation and training services for the Technical and
Vocational Education and Training (TVET) College of Tegebareid and
General Wingate in Addis Ababa as follows:
LOT. 1:
School vehicles for General Wingate and
Tegebaried TVET Colleges.
LOT. 2: Tools,
Equipment, Machinery and Related Services for Building Construction
–Addis Ababa General Wingate TVET Colleges
LOT 3: Tools,
Equipment, Machinery and Related Services for Building Construction
–Addis Ababa General Wingage TVET Colleges
LOT 4: Tools,
Equipment and Related Services for Surveying –Addis Ababa General
Wingate TVET Colleges.
LOT 5: Equipment
and Related Services for Surveying –Addis Ababa Tegebareid TVET
Colleges
2. The
Ministry of Education (MOE) of Ethiopia, on behalf of Addis Ababa
Tegbareied and General Wingate TVET Colleges, now invites sealed
bids from eligible bidders under the World Bank Guidelines:
Procurement under IBRD Loans and IDA Credits.
The tender is
open to all bidders from eligible source countries as defined in the
WB Guidelines.
3. Interested
eligible bidders may obtain further information and inspect the
bidding document at the address below, from 09:00 A.M. to 17:00 P.M. Addis Ababa time,
except weekend and holidays, starting from the day of the
advertisement of the present Invitation for Bids.

4. A
complete of bidding documents in English may be purchased by the
representative of Bidders, from 09:00 A.M. of the day of the
advertisement of the present Invitation for Bids until March 10th,
2009, 10:00 A.M. Addis Ababa time, by interested Bidders on the
submission of a written application to the mentioned address, upon
payment of a non-refundable fee of Euro 17 or 200 ETB. The method of
payment will be in cash or bank transfer (National Bank of Ethiopia,
Account No. 0160101011300, swift code NBE-TETAA).
5. All
Bids must be accompanied by a Bid Security of 5,000.00 Euro (Five
Thousand Euro) valid for 120 calendar days in the form of either a
certified check, letter of credit or bank guarantee form banking
institution counter guaranteed by local banks and must be delivered
to:

Before the
closure of Bidding on March 16th, 2009 at 10:00 A.M. (Addis Ababa time). Bids will be
open in public at 10:30 A.M. (Addis Ababa time) of the same
day. If a bidder is interested to participate in two or more Lots,
the bidder shall submit separate envelopes for each Lot. Bidders
have not the option of submitting their Bids electronically. The
Education Sector Development Planning and Policy Analysis Department
invites the representatives of the Bidders to attend at the
Purchaser’s address and time above mentioned. Late Bids will be
rejected.
6. With
reference to Section VI, Schedule of Requirements, and in accordance
with Section III, Evaluation and Qualification Criteria of the
Bidding Documents, the evaluation of the offer will be given though
(i) technical evaluation (mac.50 points), followed by (ii) opening
of financial envelope and price evaluation (max.50 points). The
compound indicator shall be the sum of the two.
Domestic
preference will not be a bid evaluation factor. |
