Mekelle Water Supply & Sanitation
Project, Ethiopia; IDA-Credit 4292-ET & IDA-Grant 287-ET;
1. The
Mekelle City Water Supply & Sewerage Service (MWSSS) though the
Federal government of Ethiopia has received Credit & Grant from the
International Development Association (IDA) towards the cost of
Urban Water Supply and Sanitation Project. The office now intends to
apply part of the proceeds to this credit for eligible payments
under the contracts for the construction of Air force (AF) Terminal
Site and Pipelines in PZI.
2. The
office now invites sealed bids from eligible qualified bidders for
the construction of:
Lot-I. Air force
(AF) Terminal site which includes construction of new AF 5,000m RCC
water reservoir including supply & installation of associated pipe
works, construction of valve chambers, Chlorination plant, guard
house, access road, fencing & landscaping.
Lot-2. Pipelines
in Pressure zone-1 (PZI) which includes trenching, Supply & laying
of pipes & accessories in transfer &/distribution mains for
diameters ranging from DN 600 to 80mm (about 14.7km length),
construction of manholes, road & stream crossings etc.
3. Bidders
may bid for one or more lots. Evaluation of bids & award of contract
will be made on a lot by lot basis taking in to account cross
discounts, if any, for combined bids.
4. A
complete set of bidding documents can be purchased by any interested
and eligible bidder on the submission of a written application to
Mekelle, and upon payment of non-refundable fee of Birr 700 or
equivalent USD.
5. Bidding
will be conducted through the International Competitive Bidding
(ICB) procedures specified in the World Bank’s guidelines
Procurement under IDA credits & is open to all bidders form eligible
countries.
6. Bids
shall be valid for a period of hundred twenty (120) days after bid
opening and must be accompanied by a bid security in the form of an
acceptable CPO or irrevocable bank guarantee from a reputable ban
for birr not less than 100,000 (One Hundred Thousand) or an
equivalent amount in a freely convertible currency for each lot
delivered to Mekelle City Water Supply & Sewerage Service during the
bid opening date.
7. Qualification
requirement include: 1) Ownership and/or existing lease of necessary
equipment & machineries 2) Completion of at least 5(Five) similar
projects within the last seven (7) years with testimonial letter 3)
average annual turn over of at least equal to the total value of the
present bid for the five years. 4) Clear statements of financial
status & company’s annual turn over as per the BDS 5)
availability of relevant experienced personnel & equipment as
provided in the bidding document & others. A margin of preference
for eligible national bidders shall be applied as appropriate.
8. The
final date for bid submission/closing date shall be on February
11/2009 at 4:00 P.M. local time & will be opened in the same date at
4:30 P.M. in Mekelle City Water Supply & Sewerage Service in the
presence of bidders or their representatives who want to attend.
Electronic bidding shall not be permitted.
9. The
employer will respond in writing or by cable to any request for
clarification, which it receives earlier than 15 (Fifteen) days
prior to the dead 1 line for the submission of bids.
10. The
office reserves the right to reject any or all the bids.
