1. This
invitation for Bids (IFB) follows the General Procurement Notice (GPN)
for this project that appeared in Development Business, issue No.
673 of 28 February 2006. The notice number is WB 634-673/06.
2. The
Federal Government of Ethiopia has received credit from the
International Development Association toward the cost of the Public
Sector Capacity Building Program Support Project and it intends to
apply part of proceeds of this credit to payments under the
agreement(s) resulting from this IFB. SUPPLY AND INSTALLATION OF
INTEGRATED INFORMATION
SYSTEMS FOR REGIONAL DATA CENTER
ON TURNKEY
BASIS FOR
TIGRAY REGIONAL
NATIONAL STATE.
3. The
Bureau of Capacity Building-Public Sector Capacity Building Program
now invites sealed bids from eligible and qualified bidders for the
design, site preparation, supply installation, configuration,
training, technical support, and commissioning of Network
Infrastructures for Data Center (i.e. Servers, Networking devices,
Security devices, Passive date infrastructure, grounding system).
Bidders must Bid for all the items and in the quantities specified
for the Items. Partial bids will be rejected as non-responsive.

regional data center (RDC) on turnkey basis (Miscellaneous Items.)
NB.
All hardware’s, and software’s
that are needed to finish off the project must be producted by a
well-known company that is certified by different standardizing
Institutions; such as, ISO9000, ITU/T, EIA/TIA, Wi-Fi, and ANSI/.
Detailed list of equipment along
with quantities are specified in the bidding documents.
4. Bidding
will be conducted using the International Competitive Bidding (ICB)
procedures specified in the World Bank’s Guidelines: Procurement
under IBRD Loans and IDA Credits, and is open to all bidders form
eligible source countries as defined in the Guidelines that meet the
following minimum qualification criteria.
Bidders must submit two years
experience involving hardware delivery, installation and support for
Data Centre servers, Active and passive network devices; must
have undertaken at least two (2) successful implementations of the
proposed Data Centre servers Active and passive network devices
with a similar nature and complexity during the last 3 years, in
public sectors, especially in African counties, the bidder must be
financially stable, with a minimum average annual turnover of One
Million United Sates Dollars (US$ 1,000,000), the bidders must
submit Manufacturer Authorization Certificate, Manufacturing ISO
Quality Certificate or the Equivalent. Additional details are
provided in the bidding document.
5. Interested
eligible Bidders may obtain further information from Finance,
Procurement and Property Administration Support Process, Bureau of
Capacity Building office and inspect the bidding documents at the
address given below from 9:00 to 12:00 P.M. and 2:00 to 5:00 P.M.
(local time) Monday to Friday.
6. A
complete set of bidding documents in English Language may be
purchased by interested Bidders from 9:00 A.M. to 12:00 P.M. and
2:00 P.M. to 5:00 P.M. (Monday) to (Friday) on the submission of a
written application to the address below and upon payment of a
non-refundable fee of Birr 500.00 (Birr Five Hundred) of USD 50.00 (USD
Fifty) or an equivalent amount in a freely convertible currency. The
method of payment will be Banks Cheque or Cash. Our A/C No. is
0160101336300 of NBE (National Bank of Ethiopia). The document will
be available for collection by an authorized representative. The
Bidding document will be sent by first class mail for overseas
bidders who send a Crossed Bank Draft of Birr 500.00 (Birr Five
Hundred) in additional to the price of the document to the address
given below. However, the Bureau of Capacity Building will not take
any responsibility for a late/non-delivery of the bidding documents
sent by mail. No extension in bid submission date is permitted on
this account.
7. Bids
must be delivered to the address below at or before 23 February,
2008, 10:00 A.M. (Local time). Electronic bidding will not be
permitted. Late bids will be rejected. Each bid must be accompanied
by a bid security amount of US$ 58,000.00 (Fifty Eight Thousand
Dollar/or equivalent amount in a freely convertible currency. Bids
will be opened in the presence of interested bidders or their legal
representatives who wish to attend at the address below on 23
February, 2009 at 10:00 A.M. (Local time).
8. The
attention of prospective bidders is drawn to (i) the fact that they
will be required to certify in their bids that all software is
either covered by a valid license or was produced by the bidder and
(ii) that violations are considered fraud, which is among other
remedies, punishable by potential blacklisting from participation in
future World Bank-financed procurement.
