Project: Modjo-Edjere-Arerti-Gobensa, Sembo-Sholagebeya-Gorfo-Gobensa, and Metehbila-Metehara Roads Project, Contract III-Lot 1: Sembo –Shola Gebeya-Gorfo –Gindeber

1.      The Government of the Federal Democratic Republic of Ethiopia has allocated budget towards the cost of Modjo-Edjere-Arerti-Gobensa, Sembo –Sholagebeya-Gprfp-Gobensa, and Metehabilabeya-Gorfo-Gindeber and intends to apply part of the proceeds to eligible payments for this contract.

2.       The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the necessary labour, material and equipment for the construction of Modjo –Edjere –Arerti Gobensa, Roads Proejct, Contract III –Lot 1: Sembo –Shola Gebeya –Gorfo –Gindeber.

3.      Interested bidders shall submit the following evidence:

(a)    In the case of Ethiopian bidders, its Certificate of registration from Ministry of Works and Urban Development with Category GC-1 or RC-1 valid for 2000 EFY and Other appropriate documentary evidence demonstrating the bidder’s compliance, with shall include.

i.         Its valid trading license and supplier registration certificate renewed for 2000 EFY; and

ii.       Its tax clearance certificate valid at bidding and VAT registration certificate.

(b)    In case of bidders other than Ethiopians; business organization registration certificate or trade license issued by the country of establishment  The Contract completion period is 1095 calendar days.

4.      The Works to be carried out under this contract comprises the upgrading of the road form Sembo to Gindeber, though Shola Gebeya and Gorfo, which is part of the Modjo-Edjere-Arerti-Gobensa, Sembo-Shola Gebeya-Gorfo-Gobensa, and Meteh Bila-Metehara Roads Proejct. The first 25Km is an existing rural road which is gravel-surfaced, and the next 10km is low level gravel surfaced rural road and the remaining section, 24km, is a trail that will be upgraded to a paved surface standard (Triple Surface Treatment). The project road mostly follows the existing road and trail alignment and with significant portion of new alignment. The project road proposed horizontal alignment generally traverses close to the existing route and trail with some offline improvement and new alignment sections to achieve the desired design standards. There is considerable volume of earthwork within the project road.
The road will have a 7m carriageway and 1.5m shoulder on both sides in rural section while in town sections the carriageway and parking lane is 14m in total. The town section will also have pedestrian walkway and side ditches on both sides of the road.

5.      Bidding will be conducted though the National Competitive Bidding (NCB) procedures specified in the bidding documents, and is open to all bidders.

6.      Interested eligible bidders may obtain further information and inspect the bidding documents at the Ethiopian Roads Authority at the address 1 given below form 8:30 to 12:30 A.M. and 1:30 A.M. and 1:30 P.M. to 5:30 P.M. on Friday local time. A compete set of bidding documents in English may be purchased by interested bidders as of December 3, 2008 at the above office upon presentation of the document mentioned under item (3) above and a written application to address 2 below and upon payment of a non-refundable fee of Birr 750.

7.      Bidders shall submit two envelopes, “Qualification information & Bid Security” in one envelope and “Financial Bid” separately in another envelope and should be sealed in an outer envelope.

8.      Evaluation is to be carried out in two states, qualification information first and Financial bids of qualified bidders next.

9.      Bids must be delivered to the address below on or before January 15, 2009 at 2:30 P.M. All bids must be accompanied by a bid security of the bidders will be opened in the presence of bidders/representatives who choose to attend at the address below immediately after the deadline for submission of bids stated above.
