Supply,
Installation, Configuration, Commissioning and Training of the
Development of ICT Infrastructure as part of Master Plan for 13
Federal Ministries /Agencies/Authorities.
1. This
Invitation for Bids (IFB) Follows the General Procurement notice (GPN)
for this project that appeared in Development Business, issue No.
673/06-WB634, 28 February 2006.
2. The
Federal Democratic Republic of Ethiopia: has received a credit from
the International Development Association toward the cost of Public
Sector Capacity Building Program Support Project and it intends to
apply part of the proceeds of this credit to payments under the
agreement(s) resulting from this IFB. ICB/PSCAP-ICT/G-02/08.
3. The
EICTDA now invites sealed bids from eligible and qualified Bidders
for the Supply, Installation, Configuration, Commissioning and
Training of the Development of ICT Infrastructure as part of Master
Plan for 13 Federal Ministries /Agencies/Authorities.
4. Bidding
will be conducted using the International Competitive Bidding (ICB)
procedures specified in the World Bank’s Guidelines: Procurement
under IBRD Loans and IDA Credits and is open to all Bidders form
eligible source countries as defined in the Guidelines that meet the
following minimum qualification criteria.
The Bidder should demonstrate Annual
Turn over of USD 30,000,000 and liquidity’s 6.7 Million. The bidder
should submit acceptable documentary evidence for Finance
capability.
In the case of bidder not doing
Business within the purchaser’s country, the Bidder is or will be
(if awarded the contract) represented by an agent in Ethiopia who is
equipped & able to carry out the bidders maintenance, technical
support, training and repair obligations prescribed, technical
support, training and repair obligations prescribed in GCC & SCC and
or technical requirements.
The bidder must have been in the
business of supplying and installing information systems for the
last four yeas, the bidder must have supplied and installed at least
three information systems of similar type in the last five years and
the said systems and equipment should be under operation for the
last one year.
5. Interested
eligible Bidders may obtain further information from the EICTDA
and inspect the bidding documents at the address given below
from 9:00 A.M. to 12:30 P.M. and 2:00 P.M. to 5:00 P.M. (local
time), Monday to Friday. A complete set of bidding documents in
English language may be purchased by interested Bidders on the
submission of a written application to the address below and
upon payment of a non-refundable fee of Ethiopian Birr 400 (Four
Hundred) or USD 40 (Forty) or an equivalent amount in a freely
convertible currency. The method of payment will be cashier’s check
or cash.
6. The
Bidding Documents will be sent by first class mail/DHL or other
international courier services/ for oversea bidders who send a
crossed bank draft of Ethiopia Birr 800 (Eight Hundred) or USD 80
(Eighty) or an equivalent amount in a convertible currency in
addition to the price of the Bid Documents to the address below
However, the EICTDA will not be responsible for late or non-delivery
of the bid documents sent by mail.
7. Pre-bid
meeting will be carried out at EICTDA, Mexico Square, Alta Building,
Conference Room no the 7th floor on the 2nd
of January, 2009 at 10:00 A.M. (as specified in the BDS for ITB
Clause 10.2.).
8. Bids
must be delivered to the address below at or before 10:00 A.M. local
time. All bids must be accompanied by a bid security of not less
than Ethiopian Birr 1,500,000 (One million Five Hundred Thousand) or
USD 150,000.00 (One Hundred Fifty Thousand) or equivalent in a
freely convertible currency. Late bids will be rejected. Bids will
be opened in the presence of the Bidders/ representatives who choose
to attend at the address below on
February 16, 2009 at 10:15 A.M. local
time.
9. The
attention of prospective Bidders is drawn to (i) the fact that they
will be required to certify in either bids that all software is
either covered by a valid license or was produced by the Bidder and
(ii) that violations are considered fraud, which is, among other
remedies, punishable by potential blacklisting from participation in
future World Bank-financed procurement.
