Notice of Invitation for Construction of
Road Project

1.      The Federal Democratic Republic of Ethiopia (FDRE) has allocated sufficient budget towards the cost of construction of the Semera Didigsala-Yalo-Alamata Road upgrading Project, Contract 1, Section 2: Yalo-Didisala road project (approximately 50 km long gravel road) and intends to apply part of this budget to payments under this contract. The road is located in the Afar Regional State in Northern Ethiopia.

2.      The Ethiopian Roads authority invites Contractors, which fulfills the following requirements, to submit sealed bids for the Construction of Road Project mentioned in (1).

a.       In the case of local bidders, registered contractors of category GC-1 or RC-1 and with trading license valid for the year 2000 E.F.Y, registered for VAT and TAX clearance certificate and

b.       In the case of foreign bidders, any relevant professional practice certificate and trading license or equivalent.

3.      The work under this contract consists of Construction of Gravel road and minor and major drainage structures.

4.      Bidding will be conducted through the national competitive bidding procedures specified in the bidding Documents, and are open to bidders, which fulfill, the above requirements.

5.      Interested eligible bidders may obtain further information, inspect and acquire the bidding document at the office of:

The bidding document is prepared in English language and can be purchased by interested bidders as of February 18, 2008 at the above address upon presentation of the document mentioned under item (2) above and a written application to the Engineering Services Procurement, Design and Technical Support Division of ERA and upon payment of a non-refundable fee of Birr 750.

6.      Bidders shall prepare and submit tow separate sealed envelopes for the “Qualification Application and Bid Security” in one envelope and the “Financial Bid” in separate envelopes, both of which shall be enclosed in an outer single envelope clearly marked as “Bid for Semera –Didigsala –Ualo –Almata Road upgrading Project, Contract 1, Section 2: Yalo –Didigsala”.

The Post-qualification application and the Bid Security will be opened and evaluated first and the bids of the bidders who pass the post qualification evaluation will be opened for further evaluation. The bids of those bidders who failed the Post-qualification evaluation shall be returned unopened after the award of contract.

7.      All bids must be accompanied by a Bid security in the form and amount specified in the bidding documents, and must be delivered to:

On or before March 25, 2008 at 2:30 P.M. Post qualification applications and the Bid Security will be opened immediately in the presence of bidders/representatives who choose to attend.

8.      The Ethiopian Roads Authority reserves the right to accept or reject any or all Bids with out giving any reason.
