1.      The Federal Democratic Republic of Ethiopia has receive a credit from the International Development Association towards the cost of Post-Secondary Education Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the supply and delivery of civil engineering laboratory equipment.

2.      The Haramaya University now invites sealed bids from eligible and qualified bidders for the supply and delivery of Civil Engineering Laboratory Equipment.

Bid will be evaluated and contract (s) awarded for the lot taking into account, discounts offered, if any, in determining the lowest evaluated cost which will be the basis for award of contract. However, bids not offering 90% of the items will be treated as incomplete and rejected as non responsive.

3.      Bidding will be conducted through the International Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines Procurement under IBRD Loans and IDA Credits, and is open to all bidders for Eligible Source Countries ad defined in the Guidelines.

4.      Interested eligible bidders may obtain further information from Haramaya University liaison Office, General Education Curriculum Frame Work Development Department Building, in front of America Embassy, Office No. 355, Tel. 0915-74 70 74. Addis Ababa, and inspect the Bidding Documents at the address given below from 8:30 A.M. to 12:30 A.M. and 1:30 to 5:00 P.M. during working days.

5.      A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of Birr 300.00 or equivalent amount in a freely convertible currency. The method of payment will be in the form of cashier’s certified or crossed check or a bank draft in favour of the Haramaya University.

6.      Bids must be delivered to the address below at or before 2:00 P.M. on March 12, 2008. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend in person at the address below at 2:00 P.M. on March 12:2008. All bids must be accompanied by a bid security of Birr 10,000.00 or its equivalent amount in a freely convertible currency.
