TO DEVELOP AND INSTALL SOFTWARE IN
HIGHER EDUCATION STRATEGY CENTER (HESC)

Education Strategy Center was established as per the Higher
Education Proclamation No. 351/2003 as an autonomous organ having
its own legal personality being accountable to the Ministry of
Education. The objective of HESC concerns: “…. Formulating vision
and strategy in order to make higher education compatible with the
country’s human resource needs… To guide the development, reform and
restructuring of the Ethiopian higher education sector.”
HESC is inviting
eligible bidders to submit bids to develop and install an automated
ICT system that is standard, sustainable and supports university
record keeping procedures that will be easy t manage and maintain,
flexible and secure, has various reporting capabilities in Amharic
and English, can incorporate new applications and handle large date:
System that links and distributes information in selected
universities from a central server location
Automated Student Information which includes student placement,
curriculum maintenance, class scheduling, registration including
online, enrollment, grading, academic commission decisions, advising
and counseling capacity, frequently asked questions.
Management including management of library assets, circulation
reservation and digital and multimedia content.
card for authentication and authorization to university resources.
Systems to include personnel management, infrastructure and
equipment management, and financial processes.
design for 11 Universities with training and maintenance components.
should attach Bid Security of 5% of their offer in cash or CPO or
Bank Guarantee payable on first demand by Higher Education Strategy
Center after the functionality of the project is assured.
present a detailed Terms of Reference which includes prior
experience of installation with a description of infrastructure
needed, training of ICT technical personnel, users and others,
website development, maintenance of web site and servers, staff
profiles, length of time the project will take, cost per university
and costs for the entire project. The successful bidder(s) will be
expected to make adjustments in costs for multiple Universities.

projects. Wax-sealed bids shall be presented in English with one
original and one copy “Technical” and “Financial” documents
separately. Bids must be delivered to: HIGHER EDUCATION STRATEGY
CENTER (HESC) not later than 10 working days after the fist
appearance of this advertisement by 5:00 P.M. Bids will be opened on
the 11th working day after the appearance of this
advertisement at 10:00 A.M. in the presence of bidders or their
authorized representatives at HESC (Matyas Building 5th floor).
