National Competitive bid

The Government of Tigray National Regional State, Water Resources, Mines and Energy Bureau would like to contract our Feasibility Study and Detailed Engineering Design works for Zamra River Diversion Rehabilitation in southern zone Hintal Wajerat woreda Hewane Tabia. The Bureau now invites all eligible consultants with renewed license & VAT registered for the consulting services required for the assignment named above. Interested consultants must provide information indicating that they are qualified and licensed to perform such type of work in similar projects in the pact 3 years.

The sealed envelope containing the technical and financial proposals separately shall be addressed to Tigray Region Water Resources, Mines and Energy Bureau, P.O. Box 520, Tel. 251-34-441 17 95 Or 440-66 77 Or 440 66 78, Mekelle, Tigray, Ethiopia or submitted to office No. 05 not later than March 27, 2008 at 3:30 P.M. The bid will be opened in the same date in the presence of the consultants or their representative including those of the absentees at the above stated office at 4:00 P.M.

1.      A complete set of the document may be purchased by any interested eligible consultant on the submission of a written application to the Bureau and up on payment of non-refundable fee of Birr 100.00 (One Hundred Birr) for the document. Bid security of the amount Birr 20,000.00 (Twenty Thousand Birr) in C.P.O. or bank guarantee issued directly by reputable bank in Ethiopia has to be provided during the opening of the bid.

2.      Bid shall be valid for a period of 90 days.

3.      National Consultants are encouraged to seek the participation of local consultants (national consultants) by entering in to a joint venture. If so the leading firm should be specified and legally bounded.

4.      Consultants requiring clarification of the document must notify the client in writing not later than ten days before the proposal submission dead line.

5.      A firm will be selected under Quality and Cost Based Selection (QCBS) method and procedures described in this request for proposals (RFP).

6.      The assignment should carry with in two months from the signing of the contract.

7.      The Bureau reserves the right to reject any or all bids.
