Commissioning of Biometric System
Credit No. :- 3899-RT

1.      This Invitation for Bids (IFB) flows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue No. 62, March 2004.

2.      The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward cost of Public Sector Capacity Building Program Support Project and it intends to apply for supply, Installation, Configuration and Commissioning of Biometric System.

3.      The Ministry of Capacity Building- Procurement and Property Administration serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for:

The supply, site preparation, installation, and configuration of all the hardware equipment and peripherals (enclosure cabinets, blade enclosure, blade servers, interconnect switches, Printers, Cameras, Fingerprint Scanners, storage disks, optical fiber cables and accessories including configuration of operating Software, clustering software, blade management software, backup and communication software related to the blade system and related training) needed for the implementation of the Biometric System.

The supply, customization, installation, maintenance and support of a Fingerprint application Software, Database Management Software, Development tools, other related software and project management and implementation services training and after-sales-support needed for the implementation of Biometric System for the Government Federal Democratic of Ethiopia to The Ministry of Revenue.

Collection and uploading of fingerprints from taxpayers including registered as loan service beneficiaries distributed in different parts of the country.

4.      Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria.

Must have at least a 5(five) years experience in hardware and/or software delivery, installation and support, as well as configuration and development of Biometric Information System.

In the last 5(five) years the bidder should have at least successfully completed 5(five) contracts, of Biometric Information System delivery, installation, fingerprint collection and uploading, and support (focusing on finger print) which worth totally USD 5,000,000.00.

The bidders should have support facility in the purchaser’s country for the software and hardware. Bidders who are entirely from outside Ethiopia must demonstrate their capabilities for proving in-coutry support.

The bidder should have proven evidence of knowledge of Biometric information systems.

The bidder should have proven knowledge and capability of Biometric Information System intended to be offered should have known track records for reliability worldwide and used by at least 5(Five) government Institutions for civil identification.

5.      Interested eligible Bidders may obtain further information from The Ministry of Capacity Building –Procurement and Finance Process and inspect the bidding documents at the address given below from 9:00 A.M. to 12:00 P.M. and 2:00 P.M. to5:00 P.M. (local time) Monday to Friday.

6.      A complete set of bidding documents in English may be purchased by interested Bidders as of February 06, 2008 from 9:00-12:00 A.M. And 02:00 -05:00 P.M. (Monday to Friday) on the submission of a written application to the address below and upon payment of a non-refundable fee of Ethiopian Birr 300.00 (Birr Three Hundred only) or USD 35.00 USD Thirty Five only) or an equivalent amount in a freely convertible currency. The method of payment will be cashier’s check or cash.

7.      The Bidding Documents will be sent by first class mail for overseas bidders who send a crossed bank draft of Ethiopian Birr 500.00 (Five Hundred Birr) or USD 50.00 (USD Fifty Only) or an equivalent amount in a convertible currency in addition to the price of the Bidding Documents to the address below. However, The Ministry of Capacity Building will not responsible for late or non-delivery of the bid documents sent by email.

8.      Bids must be delivery to the address below at or before 10:00 A.M. (local time) on or before  10 April 2008.  Electronic Bidding will not be permitted. All bids must be accompanied by a bid security amount not less than 2% of the Bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the Biddies/representatives who choose to attend in person at 10:30 A.M. (local time) on 10 April2008.

9.      The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from predication in future World Bank-Financed Procurement
