Invitation for Bids (IFB) flows the General Procurement Notice (GPN)
for this project that appeared in Development Business, issue No.
62, March 2004.
Federal Democratic Republic of Ethiopia has received a credit
from the International Development Association
toward cost of Public Sector Capacity Building Program Support
Project and it intends to apply for supply, Installation,
Configuration and Commissioning of Biometric System.
Ministry of Capacity Building- Procurement and Property
Administration serves as the implementing agency for the project and
now invites sealed bids from eligible Bidders for:
The supply, site preparation,
installation, and configuration of all the hardware equipment and
peripherals (enclosure cabinets, blade enclosure, blade servers,
interconnect switches, Printers, Cameras, Fingerprint Scanners,
storage disks, optical fiber cables and accessories including
configuration of operating Software, clustering software, blade
management software, backup and communication software related to
the blade system and related training) needed for the implementation
of the Biometric System.
The supply, customization,
installation, maintenance and support of a Fingerprint application
Software, Database Management Software, Development tools, other
related software and project management and implementation services
training and after-sales-support needed for the implementation of
Biometric System for the Government Federal Democratic of Ethiopia
to The Ministry of Revenue.
Collection and uploading of
fingerprints from taxpayers including registered as loan service
beneficiaries distributed in different parts of the country.
will be conducted using the International Competitive Bidding (ICB)
procedures specified in the World Bank’s Guidelines: Procurement
under IBRD Loans and IDA Credits and is open to all Bidders from
eligible source countries as defined in the Guidelines that meet the
following minimum qualification criteria.
Must have at least a 5(five) years
experience in hardware and/or software delivery, installation and
support, as well as configuration and development of Biometric
In the last 5(five) years the bidder
should have at least successfully completed 5(five) contracts, of
Biometric Information System delivery, installation, fingerprint
collection and uploading, and support (focusing on finger print)
which worth totally USD 5,000,000.00.
The bidders should have support
facility in the purchaser’s country for the software and hardware.
Bidders who are entirely from outside Ethiopia must demonstrate
their capabilities for proving in-coutry support.
