Water Supply and Sanitation Project

IFB Title –Borehole Drilling & Construction
1. This
Invitation for Bids follows the General Procurement Notice for the
Project that appeared in Development Business, issue No. BH/03/2000
of November 22, 2004.
2. The
Tigray Regional State through the
Government of Ethiopia has received credit from the International
Development Association toward the cost of the Water Supply and
Sanitation Project and it intends to apply part of funds to cover
eligible payments under the Contract for Borehole Drilling and
Construction.
3. The
Tigray Region Water Resources, Mines & Energy Bureau now invites
sealed bids from eligible bidders for the construction of the
following number of boreholes:

4. The
award will be decided on a lot-by-lot basis. Bidders may bid for one
or more lots. However, no bidder will be allocated more than 1 (one)
Lot per drilling rig.
5. Bidding
will be conducted through the National Competitive Bidding (NCB) a
procedure specified in the World Bank’s Guidelines: Procurement
under IDA Credits, and is open to all bidders from eligible source
countries as defined in the Guidelines.
6. Bids
shall be valid for a period of Ninety (90) days after Bid opening.
Bid must be accompanied by bid security of not less than 2% of the
total bid price. They shall be delivered to Tigray Region Water
Resources, Mines & Energy Bureau, Procurement Section, Room Number
05, Mekelle, Tel. 034-441 17 95 Or 441 17 40 on or before 2:30 P.M.
dated 21 Feb. 2008. Bids shall be opened at 3:00 P.M. dated 21 Feb.
2008 in the presence of the bidders who wish to attend. Electronic bidding
will not be permitted. Late bids will be rejected.
7. Qualification
requirements include: (i) The Bidders shall show proof of ownership
(or existing lease) of a suitable drilling rig and annual turnover
during the last two years of at least 1.5 times the Contract Price
for Shallow wells, and 5 times for Deep well Bids. (ii) The Bidders
shall demonstrate the capacity to contract at least 1.5 times the
contracted number of Sallow wells/2 years/rig and at least 5 times
deep wells/2years/rig, (iii) annual turnover of equal to the bid
value for drilling wells, (iv) liquid assets of at least half or the
contract value for drilling wells, (v) The essential equipment to be
made available for the Contract by the successful Bidder shall be a
suitable drilling rig, compressor, pump test equipment, and other
essential equipment, (Vi) A contract Manager with five years
experience in works of an equivalent nature and volume, including
not less than three years as Manager and (vii) experienced drilling
team.
8. A
complete set of Bidding Documents in English may be purchased
directly from the Water Bureau upon payment of a non-refundable fee
of Birr 250.00 or USD 25.00 by interested bidders on submission of a
written application to the address indicated below.
9.
The Tigray Region Water Resources, Mines & Energy Bureau
reserves the right to reject all or part of the bid.
