Ref: The Project
for Construction of Primary School at Shawa North (for Phase I) and
Herarge West (for Phase II) in Oromia Region
1. The
Government of the Federal Democratic Republic of Ethiopia
(hereinafter referred to as Ethiopia) has received Grant Aid from
the Government of Japan as per the exchange of Notes dated on 4th
of December 2007 for the purchase of products and services necessary
for the executive of the Program by Ethiopia for Community
Empowerment (hereinafter referred to as “the Program”) which
includes the Project for Construction of Primary Schools in Oromia
Region (Phase I at Shawa North, Phase II at Herarge West and Phase
III at Arsi East) and intends to apply a part of the fund of the
Grant Aid to eligible payments under the contract(s) fro which this
Request for Proposals is issued. Under the Program, Japan
International Cooperation System (JICS) (hereinafter referred to
the Recipient to procure the consulting services utilizing the funds
available in accordance with the E/N. The Client is also delegated
to conclude the contract with the Consultant and to make a payment
to the Consultant.
2. JICS
invites all eligible Consultants class III and above who are
registered by the Ministry of Infrastructure, Construction works
sector to submit qualification information, technical proposal works
sector to submit qualification information, technical proposal and
financial proposal to undertake the site survey, detailed design and
construction supervision for construction of primary school in
Oromia Region (Phase I at Shawa North and Phase II at Herarge West).
3. You
may undertake the work in association/consortium (hereinafter
referred to as “the Joint, Venture”) with other consultants. In such
a case, you shall state clearly that the partners in the Joint
Venture will be “jointly and severally” responsible for performance
under the Consulting Services Agreement in a Joint Venture
Agreement, and it shall state which partner will be acting on behalf
of the Joint Venture in all its relations and communications with
the Client.
4. Interested
eligible Consultants with renewed licenses for 2008 may obtain a
complete set of the Tender Documents (Request for Proposal) starting
from January 18, 2008 up to Feb. 4, 2008 at the Oromia Education
Bureau addressed below and must officially inform to the Client in
writing in the format of Letter of Intention attached in the Tender
Documents not later than Feb. 7, 2008 at 5:00 P.M.
5. Your
proposal shall consist of the following two (2) components and must
be placed in the tender box along with a Bid Security in an
acceptable from Bank amounting to Birr 50,000 (Fifty Thousand sand)
on or before February 18, 2008 at 10:00 A.M. at the same address shown below.

Technical Proposal including qualification and
(ii)
Financial Proposal
6. The
Client reserves the right t reject any or all tenders.
