ETHIOPIA
UNIVERSAL ELECTRICITY ACCESS PROGRAM
EXTENSION OF THE NATIONAL
POWER GRID TO AFAR REGION
SUPPLY OF DISTRIBUTION MATERIALS AND VEHICLES
Date of Issuance of IFB: 2nd July 2008
1. The
Federal Government of Ethiopia has secured financing from the Kuwait
fund for Arab Economic Development in various currencies towards the
cost of Extension of the National Power Grid to Afar Regional and
intends to apply part of the proceeds of the loan to cover eligible
payments under the contract for the supply of Distribution
materials. Bidding is open to all bidders from eligible countries
for the procurement of goods.
2. The
Ethiopian Electric Power Corporation (EEPCO) (hereinafter referred
to as “ the purchaser”) now invites sealed bids from eligible
countries to participate for any or all of the following.
Lot 1 Supply of Concrete Poles
Lot 2 Supply of Distribution Transformers
Lot 3 Supply of Conductors
Lot 4 Supply of Overhead Line
Accessories
Lot 5 Supply of Street Light Materials
Lot 6 Supply of Cross Arms
Lot 7 Supply of 33 KV Insulators
Lot 8 Supply of Medium and Low Voltage
Switchgear
3. Tendering
will be by International Competitive Bidding (ICB) procedures taking
into consideration the Kuwait fund for Arab Economic Development
rules of procedures for procurement of goods and services. Only
bidders from countries which are not subject to boycott under the
regulations in force in the state of Kuwait are eligible to bid. All
goods and auxiliary services to be supplied must have origin from
countries which are not subject to boycott under the regulations in
force in the state of Kuwait.
4. Interested

5. The
bid documents shall be available from EEPCO on 2nd July
2008 and a complete set of bidding documents may be purchased by any
interested eligible Bidding documents may be purchased by any
interested eligible Bidder from the above office upon payment of a
non-refundable fee of 1,900 Birr (One Thousand Nine Hundred Birr
only) in local currency or its equivalent in a freely convertible
currency.
6. Only
Bidder that purchase the bid documents will be considered eligible
to submit bids.
7. All
bids must be accompanied by a bid security in the amount of the
equivalent of US$ 180,000 (One Hundred and Eighty Thousand dollars
US) in a freely convertible currency in one of the following forms:
A Fund guarantee or irrevocable
letter of credit issued directly by a reputable Fund and counter
guaranteed by the Commercial Fund of Ethiopia, in the form provided
in the bidding documents.
A cashier’s or certified check.
8 Bids
must be delivered to the above office on or before 11:30 hours,
local time on August 14, 2008.
9 Bids
will be opened in the presence of bidders /representatives who
choose to attend at 14:30 hrs local time on August 14, 2008 at EEPCO
Club Hall, Mexico Square, Addis Ababa-Ethiopia
10 The
Ethiopian Power Corporation reserves the right to reject all or part
of this bid.
