REQUEST FOR EXPRESSION OF INTEREST
(CONSULTANCY SERVICE)

Consultancy Services: Feasibility,
Design Studies and Tender Document Preparation for dry port along
the Addis Ababa
Moyale Corridor and expansion of
Modjo dry port along the corridor.
1. The
Federal Democratic Republic of Ethiopia has received a grant from
the African Development Fund to finance the Consultancy Services for
the Feasibility, Design Studies and Tender Document Preparation of
Dry Port along the Addis Abab-Moyale corridor and expansion of the
Modjo dry port along the corridor. The Scope of the design study
encompasses at least the following elements.
Undertake a detailed study to
identify and assess options for the possible future location of dry
port and port oriented container traffic.
Carry out traffic volume assessment
on the proposed corridor and assess an integrated land use plan for
the dry port in the location identified.
Study modalities in freight
forwarding requirements in line with the development of dry port.
Outline design of dry port terminal,
based on operational requirements of traffic and customs procedures.
Study of phasing of dry port
construction, to take account of anticipated traffic flow.
Study possible options for dry port
contracting and
operation.
Undertake economic feasibility study
of dry port, the potential effect associated with the environment,
traffic implication and regional development impacts.
Prepare detailed engineering design
for the dry port and truck staging area to improve efficiency
between the dry port and the port.
Together with investment costs,
identify and suggest all equipment, instruments and all basic input
necessary for the establishment of dry port.
Study for the expansion of the
existing dry port at Modjo along the corridor.
Prepare a complete set of Tender
Documents which will serve as a basis for tendering the construction
works through International Competitive Bidding (ICB) or though
national competitive bidding (NCB) procedure as it will be decided
by the client.
2. The
expected time of commencement of the service is January 2009.
3. The
Ethiopian Roads Authority now invites eligible Consultants to
indicate their interest in providing the services. Interested
Consultants must provide information indicating that they are
qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of
appropriate skills among staff, etc…) Consultants may associate to
enhance their qualifications clearly indicating the type of
association as joint venture or sub consultancy or other clearly
defined type of association.
4. The
above information will be used to short list up to 7 (seven) capable
Consultants to complete for the services.
5. Consultants
will be sealed in accordance with the procedures specified in the
Rules of procedure for the use of consultant by African Development
Bank, January 2005.
6. Interested
consultants may obtain further information at the address below
during office hours: from 08:30 to 12:30 hours and from
13:30 to17:30 hours (local time),
Monday to Thursday and 08:30 to 11:30 and 13:30 to 17:30 on Friday.
7. Expression
of interest must be delivered in two copies for the project to the
address below before September 1, 2008 at 5:30 P.M.
