Invitation for a Re-Bid

1.      The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association towards the cost of Post-Secondary Education Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the supply and delivery of glass blowing equipment, tools and consumables.

2.      The Haramaya University now invites sealed bids from eligible and qualified bidders for the supply and delivery of glass blowing equipment, tools and consumables.

The supply and delivery of glass blowing equipment, tools and consumables


Bids will be evaluated and contract (s) awarded for the taking into account, discounts offered, if any, in determining the lowest evaluated cost which will be the basis for awarded of contact. However, bids not offering 90% of the items will be treated as incomplete and rejected as non-responsive.

3.      Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

4.      Interested eligible bidders may obtain further information from Harmaya University Liaison Office, General Education Curriculum Frame Work Development Departement Building, in front of American Embassy, Office No. 355, Tel. 0111-23 66 01 Or 23 68 12, Addis Ababa, and inspect the Bidding Documents from 8:30 A.M. to 12:30 A.M. and 1:30 to 5:30 P.M. during working days.

5.      A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the Harmaya University Liaison Office and upon payment of Birr 300.00 or equivalent amount  in a freely convertible currency. The method of payment will be in the form of cash, cashier’s certified or crossed check or a bank draft in favour of the Harmaya University.

6.      Bids must be delivered to the Harmaya University Lision Office at or before 11:00 A.M. on July 11, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend in person at Haramaya University Liaison Office at 11:00 A.M. on July 11, 2008 All bids must be accompanied by a bid security of Birr 10,000.00 or its equivalent amount in a freely convertible currency.
