FOR CONSULTANCY SERVICE
The National
Nucleus Project (NNP) ‘rubber plantation and processing’ of Ethiopia
was established following a feasibility study which ascertained the
viability of rubber industry in the Ethiopian context. The
processing plant, which is very important to convert the latex
collected from the rubber trees into dry rubber sheets, was designed
as part of the feasibility study that was considered to reflect the
demand of the local factories. However, today in consideration of
the expansion of the rubber commercial plantation at a bidder scale,
it is eventually recognized that the capacity as well as the
processing technology of the processing plant has to be compatible
to the existing national and international rubber market demands.
The National Nucleus Project (NNP) ‘rubber plantation and
processing’ of Ethiopia invites interested, competent and recognized
firms and/or individual rubber technology consultants to perform the
under-mentioned tasks for its estimated 13,000 tons of latex
expected to be produced from the anticipated 4,000-hectare
commercial rubber plantation in the south western part of the
country, at Addis Berhan, in Gurferda Woreda of the Southern
Nations, Nationalities and Peoples Regional State. Detail area of
assignment and scope of work and required expertise and
qualification are discussed below.
1.
Market Study:
This entails local and
international market supply and demand studies based on the
project’s current and future plantation size estimates of 13,000
tons of latex and type of finished dry rubber demand and value of
production supply.
2.
Processing Plant
Establishment: Based on
the findings of the market study, the firm/consultant is expected to
determine technical capacity, type of evaluation tenders; and
provision of and recommendations during construction, relating to
requests for Information and design clarification.
3.
Qualifications and
Experience: The consulting
firm and/or consultant (with a degree in technology from a
recognized university) should have a wide range, of practical
experience in the field of rubber and latex processing technology:
engineering and supply management; market study; market planning;
targeting markets; consumer and business buying behavior;
distribution; anticipation of market trends; managing and solving
rubber processing and manufacturing problems; feasibility and
evaluation studies of factory establishment and commissioning of
factory (RSS, Latex concentrate and TSR factories); quality
management systems; and development of International standards.
4.
Pre-evaluation
Actions: Tenderers are
required to submit their Technical (non-price evaluation criteria)
and Financial (price evaluation criteria0 proposals separately in a
sealed envelope.
5.
Tender closing date: Two months from the publication of this official tender on
international and national communication media and posted on the
IRRDB website.
6.
Submission of Tender
Document: Each
national/international consulting firm/individual is required to
send tender document proposals, both technical and financial,
separately addressed to the General Manger’s office of the project
by and convenient means.
