Supply and Delivery of Laptop Computers and Accessories
Credit Number: 3899 –ET
1. This
Invitation for Bids (IFB) follows the General Procurement Notice
(GPN) for this Project that appeared in Development Business, issue
No. 673 of 28 February, 2006. The notice number is WB634-673/06.
2. The
Federal Democratic Republic of Ethiopia has received credit from the
International Development Association toward the cost of
Public Sector Capacity Building
Program-(PSCAP) Support Project
and it intends to apply part of the
proceeds of this credit to payments under eth Contract for Supply
and Delivery of Laptop Computers and Accessories.
3. The
Ministry of Capacity Building- Public Sector Capacity Building
Program now invites sealed bids from eligible and qualified
bidders for Supply and Delivery of Laptop Computers and
Accessories. Bidders must Bid for all the items and in the
quantities specified for the Item. Partial bids will be rejected as
non-responsive.

4. Bidding
will be conducted through the International Competitive Bidding
(ICB) and governed by procedures and rules specified in the Word
Bank’s Guidelines:- Procurement under IBRD Loans and IDA Credits,
and is open to all bidders from Eligible Source Countries as defined
in the Guidelines.
5. Interested
eligible bidders may obtain further information from Procurement and
Property Administration Department, Ministry of Capacity Building
Office and Inspect the Bidding Documents at the address given below
from 9:00 to 12:00
A.M. and from 02:00 to 05:00 P.M. (Local time) Monday to Friday.
6. Qualification
requirements include: Bidders must submit Manufacturer Authorization
Certificate, Manufacturing ISO Quality Certificate or the equivalent
and documents for the last five years together with their Bid.
Margin of preference for eligible national Manufacturer shall not be
applied. Additional details are provided in the Bidding Documents.
7.
A complete set of Bidding Documents in English Language may
be purchased by interested bidders as of 5, March 2008 from 9:00
12:00 A.M. and 02:00-05:00 P.M. (Monday to Friday) on the
submission of a written Application to the address below and upon
payment of a non-refundable fee of Birr 300.00 (Birr Three Hundred)
or USD 35.00 (USD Thirty Five) or an equivalent amount in a freely
convertible currency. The method of payment will be Cash or Cashier
Check.
8.
The Bidding document will be sent by first class mail for
overseas bidders who send a Crossed Bank Draft of Birr 300.00 (Three
Hundred) or USD 35.00 (Thirty Five) or an equivalent amount in a
freely convertible currency in addition to the price of the document
to the address given below. However, The Ministry of Capacity
Building will not take any responsibility for a late /non delivery
of the bidding documents sent by mail: No extension in bid
submission dare is permitted on this account.
9. Bids
must be delivered to the address below at or before
10:00 A.M. (Local time) on 23,
April 2008. Electronic
bidding will not be permitted. Late bids will be rejected. Bids will
be opened in the presence of the bidders/representatives who choose
to attend in person at
10:30 A.M. (Local time) on 23 April
2008. Each Lot must be
accompanied by a bid security an amount of ETB 100,000.00 (One
Hundred Thousand) or the equivalent amount in a freely convertible
currency.
