Procurement of Medical Equipment for Health Posts.

1.      This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business on March 28 and April 1, 2008.

2.      The Federal Democratic Republic of Ethiopia has received a grant from the International Development Association and other Donors toward the cost of Protection of Basic Services, and it intends to apply part of the proceeds of this grant to payments under the Contract for Procurement of Medical Equipment for Health Posts.

3.      The Ministry of Health now invites sealed bids from eligible and qualified bidders for the supply of Medical Equipment to The Federal Ministry of Health-Addis Ababa, Oromia Health Bureau Addis Ababa, Southern Nations Nationalities & Peoples Health Bureau-Mekelle under the following three Lots. Bidders have the option to bid for one or more lots

Lot I –Examination, Treatment, & Delivery
Lot II –Large Vaccine Cold Box
Lot III –Large Vaccine carrier

4.      Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Ban’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders form Eligible Source as defined in the Guidelines.

5.      Interested eligible bidders may obtain further information form Ministry of Health, Pharmaceuticals Supply & Logistics P/Department, Tel. 251-11-515 17 90 Or 251-11 553 51 56, Fax 251-11-553 51 66, Addis Ababa, Ethiopia and inspect the Bidding Documents at eth address given below form 8:30 A.M. and 1:30 P.M. 5:30 P.M. form Monday to Friday.

6.      Qualifications requirements include:

a)      Financial Capability: A minimum average annual turnover of two times the bid offered, over the last five years; and

b)      Experience and Technical Capacity: Having successfully completed a minimum of two contracts each of similar nature and size within the last five years.

c)      WHO product registration certificate for Cold Box & Vaccine Carrier.

A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.

7.      A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of Ethiopian Birr 200.00 (Two Hundred Birr) or equivalent in a freely convertible currency. Those who want the bid document to be sent by a Courier Service shall pay an additional amount of ETB 515.00 or equivalent in a freely convertible currency for a courier service change or send a pre paid Courier service Coupon. The method of payment will be in a freely convertible currency for a courier service charge or send a pre paid Courier Service Coupon. The method of payment will be in cash, or Cashier’s Payment Order (C.P.O.), or direct deposit to MoH A/C No. 0160101011900 with the National Bank of Ethiopia.

8.      Bids must be delivered to the address below on or before 2:00 P.M. August 03, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend in person at the Conference Hall of Ministry of Health, Head Office, August 03, 2008. All bids must be accompanied by a Bid Security of 2% of the Bid amount including all incidental services or an equivalent amount in a freely convertible currency.
