Request for Expression of Interest
for Conducting
Training Support Provision for Cities in
Local Development Planning
The GTZ –Urban
Governance and Decentralization Programme (UGDP) is a bilateral
cooperation between the Ethiopian and German Government dedicated
towards sustainable urban development in several selected cities in
Ethiopia. Currently the UGDP supports cities to implement the Urban
Good Government Package prepared by the Ministry of Works and Urban
Development. The overall objective of the Programme is that these
Selected cities provide better services to their citizen and apply
principles of good government.
Within the Urban
Good Governance Package the GTZ-UGDP is supporting four reform sub-programmes
one of which is the Urban Planning Reform Sub-Programme. Taking this
and the recently enacted urban planning proclamation, the UGDP
intends to build planning capacity at city level which would enable
the cities to undertake their own planning. Based on a concrete
assessment, the Programme has decided to support the capacity
building of cites in designing and implementing local development
plans (LDPs).
Consequently,
UGDP is seeking the services of consulting companies or individuals
with licenses and expertise in the areas of urban planning to
provide three months on-the-job training to a selected number of
cities indicated below.

Harar and Dire Dawa
Scope of the
task
The Task mainly
involves the delivery of demand driven, on-the-job training to the
above mentioned cities. The trainers/ consultants shall be based in
the specific region to enable the delivery of the trainings in a
convenient manner.
The tasks
include the following:
Conducting a professional needs
assessment of each city that the consultant is assigned for. This
needs assessment focuses on the capacity to conduct LDPs.
Based on the needs assesement design
an intervention plan of action that clearly outlines the training
scope, focus and mode of delivery. Based on the plan of action,
assign the right type and number of professional for the task.
Deliverables:
Jointly with the trained staff of the
cities, design a maximum of three LDPS as an exercise in identified
pats of the cites.
UGDP’s offices shall provide
assistance that would assist to uddertake the training in each
region.
Bids can only be submitted taking
each region as one LOT.
Interested groups of licensed
individuals or consulting firms can collect the specific regional
Terms of References based on the region they choose to complete for,
