1. The
Government of the Federal Democratic Republic of Ethiopia (FDRE) has
allocated sufficient budget towards the cost of the Construction of
Zaema-Shire Road Project, and intends to apply part of the proceeds
to eligible payments for Camp Construction’s and Camp Construction of the Contractor’s
and Engineers’ staffs.
2. The
Ethiopian Roads Authority’s Own Force Division is assigned to carry
out the construction works of the road project and intends to
sub-contract the Construction of Camp for the Contractor’s and
Engineer’s staff for the above mentioned project for interested
suppliers.
3. Interested
bidders shall submit the following evidence.
(a)
In the case of Ethiopian bidders only, its Certificate of
registration from Ministry of Works and Urban Development with
category BC-4 or GC-4 and above, renewed for 2000 EFY and other
appropriate documentary evidence demonstrating the bidder’s
compliance, which shall include;
i.
Its trading license renewed at least for EFY 2000 and
suppliers registration certificate; and
ii.
Its tax clearance certificate valid at submission of bids and
VAT registration certificate.
(b)
In case of bidders other than Ethiopian; business
organization registration certificate or trade license issued by the
country of establishment.
4. The
Works under this contract consists of Construction of the Camp for
the Contractor’s and Engineers’ staff with the required quality and
specification for the above mentioned road project.
5. Bidding
will be conducted through the National Competitive Bidding (NCB)
procedures Specified in the bidding documents and is open to all
eligible bidders as defined in the bidding documents.
6. Interested
eligible bidders may obtain further information from and inspect the
bidding documents at the address given below from 8:30 to 12:30 A.M.
and 1:30 to 5:30 P.M. from Mondays to Thursdays and 8:30 to 12:30
A.M. and 1:30 P.M. on Friday local time. A complete set of bidding documents prepared in
English Language may be purchased by interested bidders on the
submission of a written application to the address below and upon
payment of a non-refundable fee of ETB 150 starting from
November 25, 2008. The method of
payment shall be in cash or direct deposit to ERA’s account number
NBE 0160101011500.

7. Bidders
shall submit two envelopes, “Qualification Information & Bid
Security” in one envelope and “Financial Bid” separately in the
second envelope and should be sealed in an outer envelope.
8. Evaluation
is to be carried out in two states, evaluation of Qualification
information first and evaluation of Financial Bids of qualified
bidders next.
9. Bids
must be delivered to the address below on or before January 8, 2009
at 2:30 P.M. All bids must be accompanied by a bid security of ETB 100,000. Late
bids will be rejected. The Post Qualification Information will be
opened immediately after the deadline for submission of bids in the
presence of bidder’s representatives who choose to attend, at the
address below.
