INVITATION FOR CONSULTANCY SERVICE
Plan is an
international humanitarian child centered community development
organization without religious, political or government affiliation.
It was founded in 1937 in Spain. Plan operates in developing
countries. Plan’s vision is of” a world in which all children
realize their full potential in societies which respect people’s
rights and dignities.” Plan strives to achieve lasting improvements
in the quality of life of deprived children in developing counties
though a process that unties people across cultures and adds meaning
and value to their lives.
In line with
these, Plan Ethiopia though its CPOs has been working towards
ensuring the rights of children to survival and development;
ensuring the right to education for all children, youth and adults;
improving household food and nutrition security security; ensuring
children’s right to participation and protection in Ethiopia; and
mitigating the impact of HIV/ AIDS on OVCs, their families have been
undertaken in all Program Units in realizing the predetermined CCCD
approaches which builds the capacity of children, their families,
and communities, government and non-government partners to actively
participate in all stages of programming to ensure that children
benefits and develop to their full potential.
The process
ensures that children and communities take ownership of the programs
and projects and create conditions for the inclusion of marginalized
groups in decision making, accessing services and participating in
local governance. Currently, Plan Ethiopia intends to conduct
mid-term evaluation of its programe in the four Program Units,
namely: Lalibella, Shebedino, Jimma and Addis Ababa. The main
objectives of the MTR are to assess the level of achievement of CPOs
objectives, identify best particles. Lessons learnt, weaknesses, and
strengths and propose areas for improvement. The MTR also examines
the relevance, efficiency, effectiveness, and sustainability of the
program strategies and approaches in achieving the desired CPOs
Objectives. Further more, the MTR scrutinizes whether or not the
best interest of all children have been the first consideration
through the program cycle and the their voices have heard to
identify what was in their best interest. The applying consultancy
firm must have acceptable standard at National level with a good
local and international experience in evaluating the program.
The consultants
are required to attach Tax identification Number and other relevant
documents with their proposal. Interested consultancy firms are
hereby invited to:
1. Collect
Terms of Reference (ToR) from the Country Office during working
hours.
2. Forward
technical and financial proposal in line with the TOR within ten
days of the first day of announcement on this newspaper.
3. Submit
financial proposal in separate sealed envelope.
