NOTICE OF INVITATION FOR BIDS
1. The
Federal Democratic Republic of Ethiopia (FDRE) has allocated budget
towards the cost of the Maytsebry-Dima-Fiyel Weha-Abi Adi-Hawzen
Road Project, Contract 1: Maytsedbery (Km 0) –Dima (km 75.6) and
intends to apply part of the proceeds to eligible payments for the
construction works.
2. The
project Road is located in the Tigray Regional State. The project
road lies within a rectangular area formed by latitude N13038’ and
N13048’ in the north-south direction and by longitudes E38031’ and
E39025’ in the east-west direction. Control points of the project
are Maytsebry at E38’08’ N13’23’ and Dima at E38’19’, N13’40’. The
works under this contract include upgrading of the roads to DS5 road
class (ERA’s Geometric Design Manual-2002). The upgrade road shall
have a cross section width of 7.0m outside town (with outh shoulder)
and 13m width (including 3m parking lane) within town sections. The
formation of the road is 25cm base course/wearing gravel, 20cm sub
base and 25cm capping layer. The work also includes construction of
minor and major drainage structures. The construction period is 1095
calendar days.
3. The
Ethiopian Roads Authority now invites bidders, which fulfill the
following requirements, to submit sealed bids for the construction
of the road project mentioned in (1):
a)
In the case of Ethiopian Bidders only, its certificate of
registration from Ministry of Works and Urban Development with
Category GC-1 or RC-1 renewed for 2000 EFY and other appropriate
documentary evidences demonstrating the bidder’s compliance which
shall include:-
(i)
Its trading licence renewed for 2000 EFY; and
(ii)
Its tax clearance certificate valid at bidding and VAT
registration certificate.
b)
In case of Bidding other than Ethiopians; business
organization registration certificate or trade license issued by the
country of establishment.
4. Bidding
will be conducted though the National Competitive Bidding (NCB)
procedures specified in the bidding documents and is open to all
eligible bidders.
5. Interested
eligible bidders may obtain further information and inspect the
bidding documents at the Ethiopian Roads Authority at the address
given below (Address 1) from 8:30 to 12:30 A.M. and 1:30 to 5:30
P.M. from Monday to Thursday and 8:30 to 11;30 A.M. and 1:30 P.M. to
5:30 P.M. on Fridays local time. A complete set of bidding documents
in English may be purchased by interested bidders as of
November 10, 2008 at the address
below (Address 2) upon presentation of the document mentioned under
item (3) above and a written application to the same address
(Address 2) and upon payment of a non-refundable fee of Birr 750.

6. Bidders
shall submit two envelopes, the first envelope labeled
“Qualification Information and Bid Security”, and the second
envelope “Financial Bid”, separately sealed and the two envelopes
sealed in another outer envelope.
7. Evaluation
is to be carried out in two stages, Qualification Information first
and financial Bids of qualified Bidders next.
8. Bids
must be delivered to the address below on or before December 25,
2008 at 2:30 PM. All bids must be accompanied by a bid security of
ETB 100,000.00. Late bids will be rejected. One Original plus four
Copies of the bid have to be submitted. Qualification information
and Bid Security will be opened in the presence of
bidders/representatives who choose to attend, at the address below
on December 25 at 2:30 PM.
