The Federal Democratic Republic of Ethiopia MINISTRY OF FINANCE & ECONOMIC DEVELOPMENT Expenditure Management and Control Program Supply and Implementation of INTEGRATED FINANCIAL MANAGEMENT INFORMATION SYSTEM (IFMIS)

1.       The Ministry of Finance & Economic Development has funds within the Procuring Entiity’s budget to be used for the procurement of: Integrated Financial Management Information System.

The Ministry of Finance & Economic Development now invites sealed bids from eligible and qualified bidders for:

The supply, site preparation, installation, and configuration of all the computer hardware equipment and peripherals (servers, desktops, laptops, printers, back-up devices), LAN equipment (network cards, cables and accessories), system software and support tools, (server operating system, desktop/laptop operating system, network resources management software, back up software and communication software and related training), as required and,

The supply, installation, customization, maintenance and support of Application Software, Database Management Software, Middleware Software, Development Reporting tools, other related software and project management and implementation services, training and after-sales-support needed for the implementation of an Integrated Finance Management Information System (IFMIS) for the Federal Government of Ethiopia (FGE) at eight pilot sites chosen

2.      Bidding will be conducted in accordance with the international tendering procedures contained in the Public Procurement Proclamation and Directive of the Government of the Federal Democratic Republic of Ethiopia and is open to all bidders form eligible bidders counties.

3.      Interested eligible Bidders may obtain further information from the Ministry of Finance & Economic Development and inspect the bidding documents at the address (9a) given below from 09:00 to 12:00 and 14:00 to17:00 hours Monday to Friday within 42 consecutive days from the first announcement of this tender.

Amongst the criteria that Prospective bidders shall meet for eligibility are:

 Must have at least five years of experience involving hardware delivery, installation and support, software installation and support, and the development/ customization and support of financial software.

Must be able to provide in-country support for the software and equipment being tendered. Bidders entirely from outside Ethiopia must demonstrate their capability for providing effective in-country support.

Must have undertaken at least two (2) successful (i.e. signed off and accepted as a fully operation system) implementations of the proposed IFMIS software with a similar nature and complexity during the last 5 year. These implementations must have involved the supply, installation and technical support of the proposed IFMIS software.

Must have staffs with proven domain knowledge in public accounting, financial and internal controls, cash management etc.

The Bidder (and in the case of a joint venture all partners) must have prior specific experience in the key activities relevant (or directly related) to the component it is designated to perform under the bid being submitted.

The bidders must be financially stable, with a minimum average annual turnover of twenty million United States Dollars (US$20,000,000), calculated as total certified payments received for contracts in progress or completed, within the last three (3) years. In case of a joint venture one partner should fulfill at least 50% of the specified turnover amount while each of the other partners should fulfill: 50/ (n-1), where n= number of partners in a JV.

4.      Domestic bidders are required to submit:

Criteria confirming that they are registered in the suppliers list;

A Tax Clearance Certificate issued, by the tax authority and appropriate renewed business license;

Value Added Tax Registration Certificate;      

5.      Foreign bidders are required to submit as appropriate;

Business organization Registration Certificate or Trade License issued by the country of establishment;

6.      A complete set of Bidding Documents in English may be purchased by interested bidders at the address mentioned on 9(a) and upon payment of a non-refundable fee of USD 50 or 500 Ethiopian Birr. The method of payment will be Bankers Cheque or Cash. The Bidding document will be available for collection by interested bidders who send a Crossed Bank Draft of Birr 300.00 (Three Hundred) or USD30.00 (Thirty) in additional to the price of the document to the address given below. However, the Ministry of Finance & Economic Development will not take any responsibility for late/ non delivery of the bidding documents sent by mail. No ext3ension in bid submission date is permitted on this account.

7.      Bids must be delivered to the address mentioned on (9a) on working hours on or before the 42nd /Forty Second/ day from the first announcement of the tender. The bid will be closed on the 42nd day at 10:00 hour in the morning. All bids must be accompanied by a bid security of USD 10,000 or 100,000 Ethiopian Birr. Late bids will be rejected. Bids will be opened on the 42nd day at 14:00 hour in the afternoon in the presence of the Bidders/representatives who choose to attend at the address (9b) below. If the 42nd day falls on a non working day, the bid opening will be processed on the next business day at 14:00 hour.

9.      The Bidder may wish to visit and examine the site or sites of the Information System and obtain for itself, as its own responsibility and risk, all information that may be necessary for preparing the bid and entering into the Contract. The cost of visiting the site or sites shall be at the Bidder’s own expense.

The Purchaser will arrange for the Bidder and any of its personnel or agents to gain access to the relevant site or sites, provided that the Bidder gives the Purchaser adequate notice of a proposed visit of at least seven (7) days. Alternatively, the Purchaser may organize a site visit or visits concurrently with the pre-bid meeting, Failure of a Bidders to make a site visit will not be a cause for its disqualification.

No site visits shall be arranged or scheduled after the deadline for the submission of the Bids and prior to the award of Contract.

A pre-bid meeting will be held at 9b above on the 21st day of the first announcement at 10:00 Hour. If the 21st date falls on non-working day, the pre-bid meeting will be on the next business day at 10:00 hour.

10.  The Purchaser has a right to reject any or all bids.
