1. This
invitation for bids for the supply of fertilizers supersedes the
invitation for bids issued by AISE on October 8 and 9, 2008 and
subsequent Addendum No. 1.
2. The
Federal Democratic Republic of Ethiopia (FDRE) has applied for a
Credit (in foreign currency) from the International Development
Association (IDA) and the proceeds of the Credit will be allocated
by FDRE in foreign currency (upon payment of equivalent Birr, in
accordance with the existing procedures) to be used for the
importation of fertilizers by eligible importers.
3. The
Agricultural Input Supply Enterprise (AISE), delegated by other
domestic fertilizer importers, now invites sealed bids from eligible
bidders, as defined in the Guidelines- Procurement under IBRD
Loans and IDA Credits, May 2004 (Revised October 2006), for the
supply of 150,000 MT+20% DAP fertilizers, to be delivered in three
lots as per the delivery schedule specified in section V of the bid
document.
4. Bidders
may bid for one or more or all of the Lots specified in Section
VI-Schedule of Requirements-of this bidding document. Bids will be
evaluated on a Lot by Lot basis. Contract award for the respective
Lot will be on the basis of the lowest evaluated responsive (including
responsiveness to the specified delivery period, which is critical)
and qualified bidder for that Lot. This post qualification
assessment also takes into consideration verifying whether the
lowest evaluated and responsive bidder with other lots that it has
succeeded to be the lowest evaluated and responsive bidder has
indeed the capability to execute the subject
Lot together with other Lots that
it has succeeded to be the lowest evaluated and responsive bidder.
If the lowest evaluated and responsive bidder for a Lot does not
fulfill the qualification requirements as discussed above, then the
same post qualification assessment will continue for the second
lowest evaluated and responsive bidder for that Lot. If the second
lowest evaluated and responsive bidder is not qualified, the
assessment process continues with the third lowest evaluated and
responsive bidder etc.
5. The
term of purchase will read as follows:

6. Interested
eligible bidders may obtain further information from and inspect the
bidding documents at the office of Agricultural Inputs Supply
Enterprise Marketing Department.

7. A
complete set of revised bidding documents may be obtained by
interested bidders and the bidders who had previously purchased the
bidding documents on the submission of a written (e.g. by email,
fax, etc.) application to the above or down load it from MOARD
website:WWW.moard.gov.et
8. Pursuant
to Clause 9, (Section II) the Bidder shall furnish, as part of its
bid, a bid security in US dollars or in a freely convertible
currency widely used in international trade equivalent t the amount
of one US dollar for each ton of fertilizer quoted on its bids.
9. All
bids must be delivered to the above office at the following address.
Agricultural Inputs Supply Enterprise, Kality-Akaki Sub City, Kebele
12/13 on or before 11:00 A.M. on November 11, 2008. and must be
accompanied by the aforementioned bid security.
10. Bids
will be opened in the presence of bidders/representatives who choose
to attend at 11:30 A.M. on November 11, 2008. at the AISE main
office assembly hall.
