Invitation for Bids (IFB) follows the General Procurement Notice
(GPN) for this project that appeared in Development Business, issue
no. [Insert: number] of [insert: date].
Federal Democratic Republic of Ethiopia has received a credit
from the International Development Association toward the
cost of public sector capacity building program support project and
it intends to apply part of the proceeds of this credit to
payments under the agreement (s) resulting from this IFB. for
supply, installation, Configuration, and Commissioning of Local Area
Network (LAN) System for the Bureau of Trade and Industry and for
Tax Administration Authority.
The SNNPRS Bureau of Capacity Building serves as the
implementing agency for the project and now invites sealed bids from
eligible Bidders for the supply, installation and configuration of
all the hardware equipments and peripherals (servers, printers, IP
telephones, video conference equipment, backup devices, cable and
accessories) and all related software such as operating software,
network, resources management software, backup software and
communication software with the necessary customization and
maintenance, project management, training, and after sales support
needed for the implementation of LAN system for the SNNPRS Bureau of
Trade & Industry and Tax Administration Agency.
will be conducted using the International Competitive Bidding
(ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credit and is open to all
Bidders from eligible source countries as defined in the Guidelines
that meet the following minimum qualification criteria.
Must have 3 (Three) yeas experience
in hardware and software delivery, installations and support,
configuration and development of LAN system.
In the last 5 yeas the bidders should
have successfully competed 2(two) contracts of LAN systems delivery,
installation, and support.
The bidder should have support
facility in the purchase’s country for the software and the
hardware. Bidders who are entirely outside from Ethiopia must
demonstrate and produce an evidence of their capabilities for
providing in country support.
The bidder should have three years
prior specific experience in the key activities directly related to
the captioned assignment.
Bidders must submit Manufacturer’s
authorization certificate, manufacturing ISO quality certificate or
equivalent. Besides documentary evidence of past performance and
capabilities of similar assignments for last three years together
with their Bid.

inspect the bidding documents at the address given below form 9:00
A.M. to 12:00 P.M and 2:00 P.M. to 5:00 P.M. (local time) Monday to
complete set of bidding documents in English may be purchased by
interested Bidders on the submission of a written application to the
address below and upon payment of non-refundable fee of Ethiopian
birr 300.00 (Birr Three Hundred only) or USD 35.00 (USD Thirty Five
only) or an equivalent amount in a freely convertible currency for
each bidding document i.e. for LAN installation for Bureau of Trade
& Industry and Tax Administration Authority. The method of payment
will be cashier’s check or cash.
The document will be sent by first
class mail, for oversea bidders who send crossed bank draft of
Ethiopian Birr 300.00 (Three Hundred Birr) or USD 35.00 (USD Thirty
Five only) or an equivalent amount in a convertible currency in
addition to the price of the Bid Documents to the address below.
However, the SNNPR Capacity Building Bureau will not responsible for
late or non-delivery of the bid documents sent by email.

time) of the 45th day of the announcement on The
Ethiopian Herald Newspaper and on UNDB/Dgmarket. (If not announced
on the same date, the latest announcement day would be considered).
Bids will be opened in the presence of the address below at 2:30
P.M. (local time). If the above mentioned day is not working day the
Bid would be closed and opened on the next working day at the above
mentioned time. Electronic Bidding will not be permitted. All bids
must be accompanied by a bid security of not less than 2% of quoted
price or an equivalent amount in a freely convertible currency. Late
bids will be rejected.

will be required to certify in their bids that all software is
either covered by a valid license or was produced by the Bidder and
(ii) that violations ate considered fraud, which is, among other
remedies, punishable by potential black listing form participation
in future World Bank-financed procurement.
