For Integrated Budget and Finance Information System

1.      Addis Ababa University (AAU) invites sealed bids from eligible Bidders for the supply, installation, integration, training and technical support of integrated budget and finance software that works in a networked environment. The bid remains floating from 13th of October to 27th of November 2008.

2.      A complete set of bidding documents may be purchased by interested eligible Bidders upon payment of a non-refundable fee of Birr 100.00 (Birr One Hundred Only) from 13th of October, 2008 from Addis Ababa University, Procurement Division (Main Campus).

3.      A pre-bid meeting which potential bidders may attend will be held on October 23, 2008 and time 9:00 A.M. at ICT Development Office Conference Room (Main Campus).

4.      The bid must be accompanied by a bid security in an amount of Birr 10.000.00 (Birr Ten Thousand) or equivalent in a freely convertible currency in one of the following forms:

a)      A bank guarantee for foreign bidders the guarantee should be counter guaranteed by local reputable bank.

b)      Irrevocable letter of credit issued directly by a reputable bank, in the form provided in the bidding documents

c)      Cash Payment Order (CPO), or

d)      Cash

The bid security must be valid until thirty (30) days after the end of the bid validity period.

5.      Bidders must demonstrate their eligibility to participate in the tender by attaching to their bids the required documents.

a)      Renewed Trade License

b)      VAT Registration Certificate,

c)      MOFAED Registration Certificate,

d)      Tax Clearance from Ethiopian Customs & Revenue Authority,

e)      TIN Certificate and

f)       Signed & sealed Anti-Bribery Pledge Form.

6.      The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future procurement.

7.      The bid must be valid for at least 90 days after the date of opening.

8.      The bidding process will proceed as follows:

a)     The bidder submits the technical and commercial bids in separate envelopes and both must be sealed into a larger envelope. Bidders should write the tender reference number and name of the purchaser will on the outer envelope.

b)     The purchaser will first analyze the technical bid only, without any reference to the financial offer.

c)     Following the evaluation of the technical bids, the commercial bids of those whose bidders that adequately met the minimum acceptable qualification criteria and have submitted a sufficient technically responsive bid will be opened and analyzed.

d)      Further clarifications on the technical bids may be requested in writing from the bidders before the opening of the commercial bids. Live demonstrations and/or tests of the solution proposed in the bid or of certain products forming the proposed solution will form part of the Bid Clarification stage. The time and place of the live demonstrations and/or tests will be communicated to the bidders at a letter time.

9.       The technical and commercial bids (in separate envelopes) must be delivered to the address below at or before 27th of November, 2008 at 2:00 P.M. Late bids will be immediately be rejected.

10.  Bidders must submit one (1) original and two (2) copies of each the Price Proposals and the Technical Proposals.

11.  The technical bids will be opened in the presence of the bidders/representatives who choose to attend at the address below on 27th of November, 2008 at 2:30 PM.

12.  The financials will be opened in the presence of the Bidders/ representatives who choose to attend at the time and address to be communicated in writing at future date.

13.  Addis Ababa University reserves the right to accept or reject any or all bids at its own discretion.
