1.      This invitation for bids follows the general procurement notice for this project that appeared in Development Business; issue no. 673 of 28 February, 2006. The notice number is WB634-673/06.

2.      The Federal Democratic Republic of Ethiopia has received a credit form the International Development Association (IDA) towards the cost of Capacity Building for Public Sector Capacity Building Program (PSCAP), and it intends to apply part of the proceeds of this credit to payments under the contract for the PROCUREMENT OF SATELLITE IMAGERY FOR 150 SELECTED TOWNS AND PREPARATION OF BASE MAPS FROM SATELLITE IMAGERY FOR 130 SELECTED TOWNS IN ETHIOPIA for which this invitation for bids is issued.

3.      The Ministry of Works and Urban Development –Public Sector Capacity Building Program, now invites sealed bids from eligible bidders for the supply of the following items.

4.      Bidding will be conducted though the International Competitive Bidding (ICB) and governed by procedures and rules specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

5.      Interested eligible bidders may obtain further information form Urban Development Capacity Building Office (Procurement and Contract Administration), Ministry of works and Urban Development and Inspect the Bidding Documents at the address given below form 8:30 to 12:30 A.M. and from 1:30 to 5:40 P.M. (Local time0 Monday to Friday.

6.      Qualifications requirements include: Bidders must /submit/ demonstrate in their bid that the bidder has successfully undertaken 3 or more equivalent and similar such supply of satellite image and mapping products and services over the past 5 years. Margin of preference for eligible National Manufacturers shall not be applied: Additional details are provided in the Bidding Documents.

7.      A complete set of Bidding Documents in English Language may be purchased by interested bidders as of September 30, 2008 from 8:30 to 12:30 A.M. and from 1:30 to 5:30 P.M. (Monday to Friday) on the submission of a written Application to the address below and Upon payment of a non-refundable fee of Birr 300.00 (Birr Three Hundred) or USD 35.000 (USD Thirty Five) or an equivalent amount in a freely convertible currency. The method of payment will be Cash or Cashier Check.

8.      The Bidding document will be sent by first class mail for overseas bidders who send a Crossed Bank Draft of Birr 300.00 (Three Hundred) or USD 35.00 (Thirty Five) or an equivalent amount in a freely convertible currency in addition to the price of the document to the address given below. However, The Ministry of Works and Urban Development will not take any responsibility for a late/non-delivery of the bidding documents sent by mail. No extension in bid submission date is permitted on this account.

9.      Bids must be delivered to the address below at or before 3:00 P.M. (Local time) on November 13, 2008 Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/ representatives who choose to attend in person at 3:00 P.M. (Local time) on November 13, 2008. The bid must be accompanied by a bid security of at least 2% of the bid amount.
