Water Supply and Sanitation Project Credit 3901-ET and Grant H850-ET
IFB Title-Borehole Drilling & Construction, IFB No.
1.
The Amhara Regional State through the
Government of
Ethiopia has received credit from the World Bank/ International
Development Association toward the cost of the Water Supply and
Sanitation Project and it intends to apply part of funds to cover
eligible payments under the Contract AWRDB/BH/001/2009 for shallow &
Borehole Drilling and Construction.
2. The
Amhara Regional Water Resources Development Bureau now invites
sealed bids from qualified eligible bidders with renewed water
works/ drilling licenses from the Ministry of Water Resources,
renewed trade/ contract license, in land revenue for the year
2008/2009 and VAT registration Certificate for the construction of
the following numbers of boreholes.
3. Bidding
will be conducted through the National Competitive Bidding (NCB) a
procedure specified in the World Bank’s Guidelines: Procurement
under IDA Credits, and is open to all bidders from eligible source
countries as defined in the Guidelines.

1. The
award will be decided on a lot by lot basis. Bidders may bid for one
or more lots.
2. Minimum
qualifications required for the award of single and multiple
contracts include the following: (i) ownership (or existing lease)
of one suitable drilling rig for one lot, (ii) drilling of at least
25 and 50 boreholes within each of last five years for one and two
lots consecutively and should have successfully carried out at least
2 similar contracts with in past five years, and (iii) an
experienced drilling team for each lots. A margin of preference
eligible national bidders shall be applied as appropriate.

3. Bids
shall be valid for a period of one hundred and twenty (120) days
after Bid opening. Bids must be accompanied by bid security of not
less than 2% of the total bid price. They shall deliver to Amhara
National Regional State Water Resources Development Bureau, Room No.
88, and Bahir Dar. Electronic bidding will not be permitted and late
bids will be rejected.
4. A
complete set of bidding documents in English may be purchased
directly from Amhara National Regional State Water Resources
Development Bureau, Room No. 03, Bahir Dar up on payment of a non
refundable fee ETB 250 (Two Hundred Fifty Ethiopian Birr) from the
date of first announcement of this notice on The Ethiopian Herald in
office hours for 28 consecutive calendar days and closed on the next
Government working day at 10:00 a.m.
5. Bids
shall be opened in the presence of official representatives of the
bidders, who wish to attend on the same date of bid-closing at
10:30 a.m. local time at the
Office of Amhara National Regional State Water Resources Development
Bureau, at Conference Room,
Bahir Dar, Ethiopia. Interested
applicants may obtain further information during office hours at the
office of Amhara National Regional State Water Resources Development
Bureau, Regional WaSH Program Coordination Unit.
6. The
Bureau reserves the right to accept or reject all or parts of the
bid and to annual the bidding process.
