For Supply, Training and Installation
of Solar photovoltaic Systems
For Rural Health posts in North Gondar Zone
1. The
Amhara National Regional State (ANRS) Bureau of Health has received
a financial assistance from Provincial Government of Lower Austria (PGLA)
in collaboration with the Austrian Embassy Development Cooperation (AEDC)
for installation of solar PV systems in 31 rural health posts in
North Gondar Zone. The support will be used to purchase and install
basic solar PV systems that will provide power to audio equipments,
lighting and vaccine refrigerators. The grant will also be used to
cover the cost of other related services such as transportation of
equipment, consultant’s fee, training and some other miscellaneous
expenses.
2. The
ANRS Bureau of Health now invites sealed bids from eligible bidders
for the Supply, transportation and Installation of sets of
photovoltaic systems as per the specifications and destinations
outlined in this bids document of sections iii, IV and V. Bidders
are also required to organize and conduct a solar PV system training
to a group of experts and technicians from the regional bureau and
zonal offices. The training will be conducted in Gondar. See details
in Section VII.
The bidders are therefore required to clearly and separately state
their quotations for supply of equipments installation services, and
transportation of equipments to final destination and for the
training. The technical and financial document with its copies
should be delivered separately enclosed in a wax-sealed envelope and
those bidders that qualify the technical evolution will be
considered for financial evaluation.
3. Bidders
are invited to bid for all components as stated in paragraph number
2 of this section above only bids that contain 100% of the items
stated above will be evaluated. Bidders are free to offer a discount
in case they are awarded a contract for both lots.
Bidders should not than there will be two different packages of
systems as per requirements of the health institutions. Some health
institutions are entitled for package 1, and others for package 2.
Details of the items in each package are presented in Section III.

Bidding will be conducted through Local Competitive Bidding.
5. Interested
eligible bidders may obtain further information from the Bureau of
Health in Bahir Dar during working hours at an address given below.
6. Interested
bidders are required to enclose their Tax Identification Number
(TIN), VAT registration certificate and a valid trade license.
7. The
bid documents can be purchased by interested bidders from the ANRS
Bureau of Health upon payment of a non-refundable fee of ETB 100.
The method of payment will be only in cash.
8. Bids
must be delivered to the address below on or before the 10th
day at 2:00 P.M. and will be opened on the 10th day at
2:30 P.M of the announcement on The Ethiopian Herald on Month, Date
2009 at the health bureau. Late bids will be rejected. Bids will be
opened in the person at the specified place, date and time. All bids
must be accompanied by a bid Security which amounts to 1% of the
total bid price quoted by the bidder. The offer should be valid for
180 days from the bid opening date.
