IBD, Procurement of Books for Jimma
University
1. The
Jimma University under the Ministry of
Education, The Federal Democratic Republic of Ethiopia intends to
Procure Books for Jimma University with the government
capital budget.
2. All
Books cited above to be supplied from any eligible source under this
tender must confirm to international standards and norms.
3. Bids
are invited from eligible bidders for the supply of Books for
different departments of the University’s.
4. Bidders
are recurred to quote for all Books for the department Bids will be
evaluated and contracts awarded for the department, taking in to
account technical compliance to the given specification the shortest
delivery time & the lowest evaluated price of the department, which
will be the basis for award of the contracts. Bidders not providing
a technically responsive offer for at least 80% of the Books in a
department will be treated as incomplete and rejected as
non-responsive. The purchaser will have the right to evaluate and
award the contract for each Book in a department on Books by Books
basis if there are no three over 80% technically responsive offers.
For the purpose of evaluation only where the bidder has bid for an
incomplete bid but for more than 80% of the Books the average bid
prices for the missing Books will be used.
5. Detail
information will be found in the bidding document which are
obtainable during working hours from Jimma University Main Campus
Purchasing Main Division at Jimma Town or Addis Ababa Ministry of
Education, Jimma University liaison office upon
payment of a non-refundable amount of Birr 200.00 (Two Hundred).
6. Bidders
requiring bidding Document by first class air mail should send
crossed Bank draft of Birr 200 (Two Hundred) or an equivalent amount
in foreign currency drawn in favor of Jimma University in addition
to the price of Document indicated in paragraph 5 above.
7. Sealed
bids must be submitted with the marking Tender No. JU-CB-20-ICB/2009
procurement of Books for the University’s with the address stated in
paragraph 8 below.
8. All
bids must be accompanied by a bid bond amount Birr 40,000.00
(Forty Thousand) or and equivalent amount in the form of bank
guarantee of C.P.O. cheque established though any recognized
financial institution Bank in Ethiopia & addressed Purchasing Main
Division Jimma University, P.O. Box 378, Tel. 047-11-84 00 Jimma
so as to reach it on or before May 22, 2009 at 10:00 A.M. local
time at Jimma Town. Bidders are advised to accompanied their Singed
offer with Micro Soft EXCEL 2003 Programme file diskettes and are
also required to strictly follow the Books Nos. in the document.
9. Bids
received by the said dead line will be publicly opened in the
presence of bidders or their representatives at 10:00 A.M. on the same date.
10. Bids
received after the tender box has been sealed will be rejected and
returned unopened.
11. Original
catalogues indicating the specifications. Samples where necessary
and sources of products must be attached. Books quoted without
reference to an appropriate catalogue will be rejected. If
photocopies have to be used in the quotation the document must be
clearly indicated on the leaflet.
12. Offer
prices for those Books, which require erection and testing should be
indicate separately on Books basis in a given column provided in the
bill be of requirement. Inland transportation & other incidental
costs should also be indicated.
13. Payment
shall be made by opening an irrevocable letter of credit in favour
of the winning suppliers. 80% of C&F price will be paid upon the
submission of shipping document and the remaining 20% as well as the
local component of the contract price (i.e Insurance, Inland
Delivery and Transpiration to Jimma charge) after presentation of
Books receiving report and certificate from the institutions.
14. If
the winning bidder is domestic supplier, payment will be effected
after the delivery of the books and presentation of Books receiving
report, certificate form University.
15. Books
must be packed in “shock proof, sea worthy” i.e. plastic or wooden
boxes or suitable containers labeled property and packed on
beneficiary basis.
16. List
of all necessary information must be included in the quotation
wherever necessary.
17. All
winning suppliers are expected to sign their contract by
establishing 10% Bank guarantee, though any Commercial Bank in
Ethiopia, and 8 copies of Fresh Proforma invoices must be produced
along with signed contract.
18. The
accompanying, instruction bidders, this invitation for Tender,
supplies contract bill of quantities are part and parcels of the
future contract for winning bidders and a criteria set for
evaluating the bid will be strictly followed.
19. Bidders
are not allowed to submit their offers in more than two currencies.
20. The
Jimma University reserves the right to
reject any or all bids.
21. Suppliers
are required to quote prices for Insurance, Maritime, Clearing and
Transportation Books, which required them separately.
