Section I
1. The
invitation of bid follows the General Procurement Notice (GPN) for
the program that appeared in Development Business, issued No.3405769
of December 24, 2008.
2. The
Federal Democratic Republic of Ethiopia has received financing in
the amount of USD 332.8 million equivalent from the International
Development Associations (IDA), the Fast Track Initiative Catalytic
Fund (FTICF) and other development partners (the Netherlands,
Italian Development Cooperation, SIDA, and Finland) through a
Multi-Donor Trust Fund toward the cost of the GEQUIP Project and it
intends to apply to apply part of the proceeds to payments for
Vehicles and Motor Cycles.
3. The
Ministry of Education (MOE) now invites sealed bids from eligible
bidders for Supply of Vehicles and Motor Cycles.

Bidders have the
option to bid for anyone or more lots. Bids will be evaluated and
contract(s) awarded to bidders whose offer has been determined to be
the lowest evaluated bid and is substantially responsive to the
bidding documents, provided further that the bidder is determined to
be qualified to perform the contract satisfactorily.
4. Bidding
will be conducted though International Competitive Bidding (ICB)
procedures specified in the World Bank Guidelines: “Guidelines:
Procurement Under IBRD Loans and IDA Credits” dated May 2004,
revised October 2006; and is open to all bidders from eligible
source countries as defined in the Guidelines.

6. A
complete set of bidding documents in English may be purchased by
interested bidders on the submission of a written application to the
office below up on payment of a non-refundable fee of US$20 or ETB
200.
7. Bids
must be delivered to the office below at or before 10:00 A.M. of May
20, 2009 and must be accompanied by a bid security of not less than
2% of the bid amount in the form of either a certified check, letter
of credit or bank guarantee form banking institution counter
guaranteed by the local bank. Bid security in the form of insurance
bond shall not be accepted.

8. Bids
will be opened in the presence of the bidders’ representatives who
whose to attend at 10:30 A.M. May 20, 2009 at the Ministry of
Education Old building Room 11, Addis Ababa, Ethiopia.
9. Late
bids will be rejected.
