Wonji/Shoa Sugar
Factory (WSSF), Ethiopia, on behalf of the Government of Federal
Democratic Republic of Ethiopia intends to install one new sugar
factory with designed cane crushing capacity of 6,250 TCD (tons cane
per day) including cogeneration. The project site is located about
100 km south east of Addis Ababa in the east Oromia region of
Ethiopia. The project site is adjacent to the Nazareth –Asela
highway with a convenient distance to the port of Djibouti, which is about 850
km.
Invitation of Bids
WSSF invites
bids from interested Bidders to execute all civil, structural,
sanitary and drainage work for Plant Buildings and Site
Development Works as per the technical specifications laid down in
the bid document and design, manufacture, supply, delivery to Port
Djibouti, transport locally to the site, store, erection of
mechanical and electrical equipment, train Employer’s personnel,
commission, test and hand over under terms of single turnkey
contract of:
LOT-5: CIVIL WORKS FOR PLANT
BUILDINGS & SITE DEVELOPMENT WORKS (Bid No.: WSSF-05-CVL-P)
LOT-8:
PLANT WATER SYSTEM (Bid No.: WSSF-
08/PWS)
LOT-9: EFFLUENT TREATMENT PLAT (Bid No.:
WSSF-09-ETP)
LOT-10: FACTORY WORKSHOP (Bid No.: WSSF-
10-WS)
LOT-11: LABORATORY (Bid NO.: WSSF-11-LAB)
LOT-12: AUTOMATION (Bid No.: WSSF-12-AUTO)
The Civil
Works for Plant Buildings & Site Development Works (Lot 5)
shall comprise of all civil, structural, sanitary and drainage work for
the Plant and Site Development Works as per the technical
specifications laid down in the bid document. The Plant Water
System (Lot 8)
shall comprise of Plant water System, capacity 250 m3/h
suitable for factory internal applications, and potable water
system,. Capacity 50 m3/h, for colony & factory usage as
per specifications defined in the bid document. The Effluent
Treatment Plant (Lot 9)
shall comprise of effluent
water treatment plant with all associated equipment’s suitable for
capacity 125 m3/h as per the specifications defined in
bid document.
The Factory
Workshop (Lot 10)
shall comprise of
Laboratory equipment with all associated equipment as per the
specifications defined in bid document. The Laboratory (Lot
11) shall comprise of
Laboratory equipment with all associated equipments as per the
specifications defined in bid document. The Automation (Lot
12) shall comprise of DCS
with all associated equipment as per the specifications defined in
bid document. Bidding will be conducted though Competitive Bidding
procedures specified in the bid documents and are open to all
eligible bidders from Indian firms, Joint ventures/Consortiums.
Bidder will be selected though a transparent process in accordance
with the requirement defined in the Bid document for selection of
bidders, However, the eligibility criteria of the Bidder shall be
based on the following:
a)
The bidding firm should have been in existence for at least
10 years, In case of consortium, the lead bidder
should be mentioned and should have been in existence for at least
10 years. In case of Joint Venture specially formed
for the purpose of this project, the lead bidder should be mentioned
and at least one member should have been in existence for at least
10 years.
b)
For Civil Works for
Plant Buildings & Site Development Works (Lot 5)
the main bidder (or) One
member of Joint Venture/Consortium (or) their respective
sub-contractor should have at least 10 years experience in design of
civil, structural and site development works, in India and
internationally. The bidder must have executed a Minimum of 2 such
projects in the past 10 years or of at least 10 years experience in
design, manufacture, supply and installation of water treatment
plant, capacity not less than 50 m3/h, in India and
internationally. The bidder must have executed a Minimum of 2 such
projects of water treatment of capacity not less than 50 m3/h
in the past 10 years or of at least US $ 1 million contract value.
For Effluent Treatment Plant (Lot-9),
the main bidder (or)
one member of Joint Venture/Consortium (or) their
respective sub-contractor should have atleast 10 years experience in
design, manufacture, supply and installation of effluent water
treatment plant, capacity not less than 50 m3/h, in India
and internationally. The bidder must have executed a Minimum of 2
such projects of effluent water treatment plant of capacity not less
than 50 m3/h in the past 10 years or of at least US $ 1
million contract value.
For Factory Workshop (Lot-10),
the main bidder (or) one member of Joint Venture/Consortium
(or) their respective sub-contractor must have executed a minimum of
2 such projects in the past 10 years. The bidder must have executed
a minimum of 2 such projects in the past 10 years or of at least US
$ 1 million contract value.
For Laboratory (Lot-11), the
main bidder (or) one member of Joint Venture/Consortium (or)
their respective sub-contractor must have executed a minimum of 2
such projects in the past 10 years. The bidder must have executed a
minimum of 2 such projects in the past 10 years or of at least US $
1 million contract value.
For Automation (Lot-12), the
main bidder (or) one member of Joint Venture/Consortium (or)
their respective sub-contractor must have executed a minimum of 2
such projects in the past 10 years. The bidder must have executed a
minimum of 2 such projects in the past 10 years or of at least US $
1 million contract value.
c)
The bidder should have a minimum current net worth of US $
2 million (Share capital plus Reserves), certified by a reputed
Charted Accountancy firm. In case of Consortium/Joint Venture, the
cumulative minimum average net worth/fund flow of the members would
be considered. However, the lead bidder should satisfy at least 50%
of the financial criteria.
d)
The Bidder must have his associate or respective in Ethiopia,
who has adequate knowledge in the procedures of immigration,
customs, taxes, duties, port clearance, local transportation,
insurance, etc. for proper coordination.
e)
The Bid is to be accompanied with a Bid security in an amount
of US $ 11,600 for each Lot.
Bidder, who
fulfils the above eligibility criteria
can purchase the Bid Documents either
directly or on submission of written application upon payment of
non-refundable fee of US $ 575 plus US $ 58 if required towards
postage/courier or Ethiopian Birr value of which to be determined at
the prevailing exchange rate during bid selling time, in the name of
Wonji/Shoa Sugar Factory, Ethiopia”, by Demand draft
or Banker’s cheque. The Bid documents will be available at the
following two addresses, one in
Ethiopia and one in India.
Bid Document
will be available for purchasing from 27th April 2009
up to the Bid closing date at Wonji/Shoa Sugar Factory, Liaison
office, Addis Ababa, Ethiopia and also at J P Mukherji & Associates
Pvt. Ltd. Pune, India, Technical Consultant for the project.
