1.
The invitation to bid follows the General Procurement Notice
(GPN) for the program that appeared in Development Business, issued
no, 3405769 of 24 December 2008.
2. The
Federal Democratic Republic of Ethiopia has received financing in
the amount of USD 332.8 million equivalent from the International
Development Association (IDA), the Fast Track Initiative Catalytic
Fund (FTI CF) and other development partners (the Netherlands,
Italian Development Cooperation, SIDA, and Finland) through a
multi-Donor Trust Fund toward the cost of the GEQIP Project and it
intends to apply part of the proceeds to payments fro textbooks and
teacher guides.
3. The
Ministry of Education (MoE) now invites sealed bids from eligible
bidders for adaptation, printing and distribution of textbooks and
teacher guides for the following subjects.

Bidders have the
option to bid for anyone or more lots. Bids will be evaluated and
contract(s) awarded to bidders whose offers has been determined to
be the lowest evaluated bid and are substantially responsive to the
bidding documents, provided further that the bidder is determined to
be qualified to perform the contract satisfactorily.
4. Bidding
will be conducted though International Competitive Bidding (ICB)
procedures specified in the World Bank Guidelines. “ Guidelines:
Procurement Under IBRD Loans and IDA Credits” dated May 2004,
revised October 2006 and is open to all bidders from eligible source
countries as defined in the Guidelines.
5. Interested

6. A
complete set of bid documents in English may be purchased by
interested bidders on the submission of a written application to the
office below upon payment of a non-refundable fee of USD 20 or ETB
200 for bid document and USD 20 or ETB 200 for the set of syllabi
for each lot.
7. Bids
must be delivered to the office below at, or before, 2:00 P.M.
Monday 29 June 2009 and must be accompanied by a bid security of USD
60,000 for each lot in any freely convertible currency of eligible
country in the form of either a certified cheque, letter of credit
or bank guarantee from banking institution counter guaranteed by the
local bank. Bid security in the form of insurance bond shall not be
accepted.
