SPECIFIC PROCUREMENT NOTICE

This request for pre-qualifications follows the General Procurement Notice for this project that appeared in the United Nations Development Business and The Ethiopian Herald Newspaper.

The Government of the Federal Democratic Republic of Ethiopia has received a loan from the African Development Fund, hereinafter referred to as the ADF, n various currencies towards the cost of the Ageremariam-Mega Road Rehabilitation Project and intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which Invitation for Prequalification is issued.

The Ethiopian Roads Authority, acting for the Government of the Federal Democratic Republic of Ethiopian as the Executing Agency and hereinafter refereed to as “the Employer”, intends to prequalify contractors for the following two civil works contractors under this project comprising.

i. Contract 1:            AGRREMARIAM-YABELO (94.5km)

ii. Contract 2:           YABELO-MEGA (97.5km)

The two contractors consists of rehabilitation of the existing bituminous road which has a carriageway width variable between 5.5m and 7m, beign the shoulders almost inexistent in many sections, to a DS3 Stabdard Asphalt Concrete surfacing with a 7m carriageway and 1.5m shoulders width in each side. The works also include extending the existing, replacing, construction of new drainage structures and rehabilitation of one bridge.

Prequalification is open to firms and voluntarily formed joint ventures from eligible source counties, in accordance with the Rules of Procedure for Procurement of Goods and Works (January Edition, 2000). Applications may be made for one or both contracts. Eligible applicants may obtain the prequalification documents by calling, writing, faxing, or telexing staring August 11, 2009 from

The request must clearly state “Request for prequalification Documents for the Ageremariam-Mega Road Rehabilitation project” and state which contract being applied for, i.e. “Contract 1, Contract 2, or both” The documents are available for a non-refundable fee of Ethiopian Birr 500 or 50.00 US Dollars paid in cash or by telegraphic transfer to ERA’s account, National Bank of Ethiopia (NBE) Ac# 0160101011500. The Ethiopian Roads Authority will promptly dispatch the documents by registered airmail, but under no circumstances will it be held responsible for late  delivery or loss of the documents so mailed.

A minimum requirement for qualification is to have successfully carried out at least two projects of a value, nature and complexity comparable to the proposed contract within the last 8 years detailed qualification criteria are specified in the Instructions to Applicants.

Submissions of Applications for Prequalification must be received in sealed envelopes, either delivered by hand or by registered mail in one (1) original and four (4) copies to;

And be clearly marked “Application to Prequalification for Construction of the Mombassa-Nairobi-Addis Ababa Corridor Phase II Contracts: Ageremariam-Yabelo and Yabelo-Mega Road Rehabilitation Project [Contract 1: Ageremariam-Yabelo]or  [Contract 2 Yabelo-Mega] or (Contract 1: Agerermariam-Yabelo and Contract 2: Yabelo -Mega)”.

The Ethiopian Roads Authority reserves the right to accept or reject late applications.

Application will be advised, in due course, of the results of their applications. Only firms and joints ventures pre qualified  under this procedure will be invited to bid.
