For Supply, Implementation and Support of a turnkey
Solution for the Credit Information Center for the
National Bank of Ethiopia
 

1.      The Federal Democratic Republic of Ethiopia has received a GRANT from the International Development Association toward the cost of Financial Sector Capacity Building Project, and it intends to apply part of the proceeds of this Grant to payment under he agreements resulting from this IFB5/TSB-CIC/H239-ET:

Supply, implementation and support of a turn key solution for the Credit Information Center for the National Bank of Ethiopia (NBE)

2.      The National Bank of Ethiopia Service as their implementing agency for the project and now invites sealed bids from eligible bidders for supply and implementation of a turn key Credit Information System Solution, including the key information technologies, equipment, integration, training and technical support.

3.      Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders from eligible sources counties as defined in the Guidelines that meet the following minimum qualification criteria.

a.      Bids must be for the entire Credit Information System

b.      The Component of the Credit Information System solution that will be proposed must be fully developed. For ready made packages, the NBE may required the full functionality including necessary integration to be demonstrated as part of the proposal evaluation process.

c.     The Credit Information System or similar information management system should preferably be already installed and operational as an integrated functional unit in at least one country, preferably in a similar environment to Ethiopia.

d.      Bidders must be able to supply and support the necessary hard ware to run the proposed solution

e.      The bidder must have on its current staff at least one key person in each of the following specialist areas involved in the project.

       I.           Application Software design and development

    II.           System integration

 III.           Credit Information Center Development expert  

  IV.           Information and communication Technologies (ICT)

     V.           Training of non technical end users

f.       Each key person should meet the following minimum requirements.

i. Five years of relevant experience, with the last five years in the particular specialist area;

ii.      The last three years of industry experience in a management/ team leadership capacity

4.       Interested eligible bidders may be obtain further information from National Bank of Ethiopia and inspect the bidding documents at the address given below from 8:00 a.m. to 12:00 and 2:00 p.m. – 5:00 p.m. (local time).

5.      A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address as of August 31, 2009 and upon payment of a non-refundable fee of Birr 400 or in any freely convertible currency. The method of payment will be cash or cashier’s check or direct deposits to National Bank of Ethiopia. The bidding documents will be sent by hand or airmail or courier. Electronic version in polf may be sent by email upon request, after payment of the fee.

6.      Bids must be delivered to the address below at or before October 15, 2009 at 2:00 p.m. All bids must be accompanied by a bid security of not less than 2 percent of the contract price in Birr or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend at the address below at 3:00 p.m. October 15, 2009

7.      The attention of prospective bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank- Financed procurement.
