1.      The Oromia Regional State through the Government of Ethiopia has received grant from Multi Donor Trust Fund (WB-DFID) toward the cost of the Water Supply and Sanitation project and it intends to apply part of funds to cover eligible payments under the Contract for Drilling & Construction of 10 Deep Wells.

2.      The Oromia Regional Water Resources Bureau now invites sealed bids from qualified eligible bidders for the drilling & construction of the following numbers of boreholes:

3.      The award will decided on a lot basis. Bidders may bid for anyone or more lots. However, no bidder will be allocated more than 1 (one) lot per drilling rig.

4.      Bidding will be conducted through the national Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: procurement under IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

5.      Bids shall be valid for a period of Ninety (90) days after Bid opening. Bids must be accompanied by bid security amount of not less than 1% of the total bid price. They shall be delivered to Oromia Regional Water Resources Bureau, 4^th floor, Room number 403, Finfinnee on or before 13 January 2009 at 2:00 p.m. Bid Shall be opened at 2:30 p.m. 13 January 2009 at Oromia National Regional State Water Resources Bureau Conference Hall in the presence of the bidders who wish to attend. Electronic bidding will not be permitted. Late bids will be rejected.

6.      Qualification requirements include: (i) ownership (or existing lease) of a suitable drilling rig, (ii) completion of at least two borehole construction contracts of similar size in the last years, (iii) annual average turnover equivalent to the bid price, (iv) experienced drilling team. Additional details are provided in the Bidding Documents.

7.      A complete Set of Bidding Document in English may be purchased directly from the Oromia Water Resources Bureau 4^th floor, Room number 403, Finfinnee, upon payment of a non-refundable   fee for each lot Birr 300.00 by interested bidders on submission of a written application.
