IFB Title – Deep & Shallow Wells

1.      The Somali Regional State through the government of Ethiopia has received a credit from the Department for International Development Agency (IDA) toward the cost of the Water Supply and Sanitation Project and it intends to apply part of funds to cover eligible payments under the Contract SWMERDB/DW/001/2009 for Deep & Shallow Wells Drilling and Construction.

2.      The Somali Regional State Water mines & Energy Development Resources Bureau now invites sealed  bids from qualified eligible bidders for the Drilling of the following numbers of Deep Wells and Shallow Wells.

The award will be decided on a lot-by-lot basis. Bidders may bid for one or more lots. However, no bidder will be allocated more than 1 (One) lot per drilling rig.

3.      Bidding will be conducted through National Competitive Bidding (NCB) and is open to all bidders from Department for International Development eligible source countries as defined in the Department for International Development of Procedures for procurement of Goods and Works.

4.      Bids shall be valid for a period of Ninety (90) days after Bid opening and must be accompanied by bid security (Bank guarantee or CPO) of Birr 100,000.00 (One Hundred Thousand).  They shall be delivered to the under mentioned addresses on or before 30th day of this bid announcement on national Newspaper, time at 3:00 p.m. Bids shall be opened on 30th day of this bid announcement on national news paper, time: at 3:30 p.m. in the presence of the bidders who wish to attend. Electronic bidding will not be permitted. Late bids will be rejected.

5.      qualification requirements include: (i) ownership (or existing lease) of a suitable drilling rig, (ii) completion of at least 1.5 times borehole construction contracts of similar size in the last three years, (iii) average annual turnover of 1.5 times the bid price during the last three years, (iv) liquid assets of at leas 30 percent of the contractor’s bid price, and (v) an experienced drilling team. Additional details are provided in the Bidding Documents.

6.      A complete set of Bidding Documents in English may be purchased directly from Somali Regional State, Water Mines & Energy Resources Development Bureau, Regional WaSH Program Management Unit, Room No. 12, Telephone No. +251 257 75 33 03, Fax +251 257 75 20 17, Jijiga, Ethiopia upon payment of a non-refundable fee Birr 100.00 (One Hundred Birr) by interested bidders on submission of a written application.

7.      Somali Regional State, Water, Mines & Energy Resources Development Bureau, reserves the right to accept or reject any bid.
