IFB Title- Shallow Well Drilling & Construction
1. The
Benihsangul Gumuz Regional State through the Government of Ethiopia
has received grant from the Department for International Development
/DFID/ toward the cost of the water Supply and Sanitation Project
and it intends to apply part of funds to cover eligible payments
under the Contract for Shallow Well Drilling and Construction.
2. The
Benishangul Gumuz Regional State Water, Mines & Energy Resources
Development Bureau now invites sealed bids from local eligible
bidders for the construction of up to a maximum of two lots, with
each lot containing 24 & 21 packages: The award will be decided on a
lot basis. Bidders may bid for one or more lots. However, no bidder
will be allocated more than 1 (One) lot per drilling rig and crew.
3. Bidding
will be conducted through the National Competitive Bidding (NCB) a
procedure specified in the World Bank’s Guidelines: Procurement
under IDA Credit, and is open to all bidders from eligible National
Competitive Bidders as defined in the Guidelines.
4. Bids
shall be valid for a period of Ninety (90) days after Bid opening.
Bids must be accompanied by bid security of not less than 1% of the
total bid price. They shall be delivered to Ministry of Water
Resource Block B floor 2 on or before 2:30 p.m. December 25, 2009. Bids shall be
opened at the same time & Place in the presence of the bidders who
wish to attend. Electronic bidding will not be permitted. Late bids
will be rejected.
5. Qualification
requirement include: (i) ownership (or existing lease) of a
suitable drilling rig, (ii) completion of at least two borehole
construction contracts of similar size in each of the last One year,
(iii) annual turnover of 1.5 times the bid value for Shallow Wells
in each of the last three years, (iv) liquid assets of at least 1/3
the contract value and (v) experienced drilling team. Additional
details are provided in the Bidding Documents.
6. A
complete set of Bidding Documents in English may be purchased
directly from Benishangul Gumuz Regional State Water, Mines & Energy
Resources Development Bureau, Personnel office, Room No. A-18,
Assosa or Ministry of Water Resources Room No. ____
Addis Ababa upon payment of a
non-refundable fee for each lot Birr 100. Interested bidders may
obtain further information at the same address.
7. Bidders
should present renewed license and VAT registration card.
8. Benishangul
Gumuz Regional Water, Mine & Energy Resources Development Bureau,
reserves the right to reject all or part of the bid.
