Invitation for Bids (IFB), Water Supply, Sanitation and Hygiene Program MDTG Grant No. TF 091704, IFB Title –Deep & Shallow Well Drilling & Construction

1.      The Oromia Regional State through the Government of Ethiopia has received grant from Multi Donor Trust Fund (WB-DFID) towards the cost of the Water Supply and Sanitation Project and it intends to apply part of funds to cover eligible payments under the Contract for Deep & Shallow Well Drilling and Construction.

2.      The Oromia Regional Water Resources Bureau now invites sealed bids from local eligible bidders for the drilling & Construction of 14 Deep & 10 Shallow Wells.

3.      The Award will be decided on presence of drilling machine on a lot basis. Bidders may bid for one or more lots. However, no bidder will be allocated more than 1 (one) lot per drilling rig.

4.      Bidding will be conducted through the National Competitive Biding (NCB) a procedures specified in the World Bank’s Guidelines: Procurement under IDA Credits, and is open to all bidders from eligible source counties as defined in the Guidelines.

5.      Bids shall be valid for a period of Ninety days after Bid opening. Bids must be accompanied by bid security of at least not less than 1% of the bid price in Ethiopian Birr and shall be delivered to Oromia Regional Water Resources Bureau, 4th floor, Room number 403, Finfinnee, and Tel. 251-16 55 83 74 on or before 2:00 P.M. March 30, 2009. Bids shall be opened at 2:30 March 30, 2009 in the presence of the bidders who wish to attend Electronic bidding will not be permitted. Late bids will be rejected.

6.      Minimum qualifications required for the award of single or multiple contracts include the following: (i) ownership (or existing lease) of a suitable drilling rig, (ii) completion of at least construction contracts of similar size in the past year (s), (iii) annual average turnover equivalent to the bid price, (iv) liquid assets of at least 1/8 the contract value and (v) experienced drilling team. 7.      A complete set of bidding documents in English may be purchased directly from the Water Resources Bureau upon payment of a non-refundable fee of for all lots Birr 300 by interested bidders on submission of a written application to the address indicated below.

8.      Bidders should present renewed license, MOWR work permit, VAT registration & Tax Registration No.

9.      Oromia Regional Water Resources Bureau reserves the right to reject all or part of the bid.
