1.      This Invitation for Bids (IFB) follows the General procurement Notice (GPN) for this project that appeared in Development Business, issue No.673 of 28 February, 2006. The notice number is WB634673/06

2.      The Federal Democratic Republic of Ethiopia has received credit from the International Development Association toward the cost of public Sector Capacity Building Program Support project (PSCAP) and it intends to apply part of the proceeds of this credit to payments under the Contract for Supply, Delivery and Installation of Video Conferencing Equipment & Accessories.

3.      The Justice and Legal System Research Institute-Public Sector Capacity building program Support Project (PSCAP)  now invites sealed bids from eligible and qualified bidders for Supply , Delivery and installation of Video Conferencing Equipment & Accessories. Bidders must Bid for all the items and quantities specified.

4.      Bidding will be conducted though the National Competitive Bidding (NCB) and governed by procedures and rules specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5.      Interested eligible bidders may obtain further information from Justice and Legal System Research Institute (JLSRI) Property Administration, Office No.16 and inspect the Bidding Documents at the address given below from 9:00 to12:00 A.M. and from 14:00 to 17:00 P.M. (Local time) Monday to Friday.

6.      Qualification requirements include Bidders must submit Manufacturer Authorization Certificate, Manufacturing ISO Quality Certificate or the equivalent and bidder shall submit audited financial statements of the company for the last 2 years. The company should not have incurred operating loss and average annual turnover not less than three times eth bid amount during the last 2 years. The Bidder shall furnish documentary evidence to demonstrate that Manufactures shall have at least 1 year experience in manufacturing the tendered goods. The supplier shall have experience in supplying goods equivalent to eth contract to least once in the last five years. Margin of preference for eligible national Manufacturers shall not be applied. Additional details are provided in the Bidding Documents.

7.      A complete set of Bidding Documents in English Language may be purchased by interested bidders as of March 03, 2009 from 9:00-12:00 A.M. and 14:00-17:00 P.M. (Monday to Friday) on the submission of a written Application to the address below and up on payment of a non-refundable fee of Birr 50.00 (Fifty) or an equivalent amount in a freely convertible currency. The method of payment will be Cash or Cahier Check.

8.      The Bidding document will be sent by first class mail for overseas bidders who send a Crossed Bank Draft of Birr 400.00 (Three Hundred) or USD 35.00 (Thirty Five) or an equivalent amount in a freely convertible currency in additional to the price of the document to the address given below. However, The Justice and Legal System Research Institute will not take any responsibility for a late/non delivery of the bidding documents sent by mail, No extension in bid submission date is permitted on this account.

9.      Bids must be delivered to the address below at or before 10:00 A.M. (Local time) on April 03, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders/representatives who choose to attend in person at 10:30 A.M. (Local time) on April 3, 2009. All bids must be accompanied by a Bid Security in an amount of ETB 55.00 (Fifty Five Thousand) or an equivalent amount in a freely convertible currency.
