Invitation to Express Interest in a national baseline
Survey on maladministration and
The Ethiopian Institution of Ombudsman (EIO)

The Federal
Democratic Republic of Ethiopia, The Institute of the Ombudsman has
received fund from the United Nations Development Programme
and intends to apply part of the proceeds of this fund towards the
cost of a national baseline survey on maladministration and the
Ethiopian Institution of Ombudsman (EIO).
The Institution
of the Ombudsman now invites suitably qualified consulting firms
to submit sealed expressions of interest for a national
baseline survey on maladministration and the Ethiopian Institution
of Ombudsman (EIO).
The objective of
the survey is to conduct a baseline study to determine and assess
the impact of EIO’s activities and determine the prevailing
circumstances from which the efforts and impact of EIO’s work can be
evaluated at the end of the current strategic period. The projects
is based in Addis Ababa and the study covers the whole country. The
consulting firms is expected to conduct field trips to regional
states and a review of selected regional government offices as well
as conduct key informant interview with regional stakeholders. The
span of the contract will be 3 months.
The
consulting firm is expected to have professional with educational
background of PHD in law, human rights, sociology or other related
filed, have extensive work experience in the field of human rights,
constitutional and administrative law, have demonstrated expertise
in consulting, research, policy and data analysis, have excellent
spoken and written command of the English Language and have a
substantial experience of coordinating capacity.
Expressions of
interest will be evaluated in accordance with the Public Procurement
Proclamation of the Government of the Federal Democratic Republic of
Ethiopia. The details of evaluation criterion will be included in
the request for proposal document (RFP). Participation is open to
all eligible bidders.
Interested
eligible bidders may submit expressions of interest to The
Institution of the Ombudsman, including a document that briefly
describe the consulting firm, an outline of recent experience and a
lost of key professionals and their detailed experience, trading
license or equivalent; tax clearance certificate and VAT
registration, and any relevant professional practice certificates.
Expressions of
interest must be delivered to the address below at or before 30
January 2009 at 10:00 A.M. local time (in the morning). Late submissions shall be rejected.
The Expression
of interest of bidders shall be opened in the presence of bidders or
their representatives on 30 January 2009 at 10:30 A.M. local time (in the morning).
