Water Supply and Sanitation Project
Credit 3901-ET and Grant H850-ET
IFB Title –Borehole Drilling & Construction
1. The
Amhara Regional State though the Government of Ethiopia has received
credit from the World Bank/International Development Association
toward the cost of the Water Supply and Sanitation Project and it
intends to apply part of fund to cover eligible payments under the
Contract AWRDB/BH/001/2008 for shallow & Borehole Drilling and
Construction.
2. The
Amhara Regional Water Resources Development Bureau now invites
sealed bids from qualified eligible bidders with renewed water
works/drilling licenses form the Ministry of Water Resources,
renewed trade/contract license, in land revenue for the year
2008/2009 and VAT Registration Certificate for the construction of
the following numbers of boreholes:
3. Bidding
will be conducted though the National Competitive Bidding (NCB) a
procedure specified in the World Bank’s Guidelines: Procurement
under IDA Credits, and is open to al bidders form eligible source
countries as defined in the guidelines.

4. The
award will be decided on a lot by lot basis. Bidders may bid for one
or more lot.
5. Minimum
qualifications required for the award of single and multiple
contracts include the following (i) ownership (or existing lease) of
one suitable drilling rig for one lot, (ii) drilling of at least 25
and 50 boreholes within each of last five years for one and two lots
consecutively and should have successful carried out at least 2
similar contracts within past five years, and (iii) an experienced
drilling team for each lots. A margin of preference eligible
national bidders shall be applied, as appropriate Additional details
are provided in the bidding documents.
6. Bids
shall be valid for a period of One Hundred and Twenty (120) days
after bid opening. Bids must be accompanied by bid security of not
less than 2% of the total bid price. They shall delivered to Amhara
National Regional State Water Resources Development Bureau, Regional
WaSH Program Coordination Unit, Room No. 02 and Bahir Dar.
Electronic bidding will not be permitted and late bids will be
rejected.
7. A
complete set of bidding documents in English may be purchased
directly form Amhara National Regional State Water Resources
Development Bureau, Regional WaSH Program coordination Unit, Room
No.02, Bahir Dar upon payment of a non-refundable fee ETB 250 (Two
Hundred Fifty) Ethiopian Birr) from the date of first announcement
of this notice on The Ethiopian Herald in office hours for 20
consecutive calendar days and closed on the next Government working
day at 10:00 A.M.
8. Bids
shall be opened in the presence of official representatives of the
bidders, who wish to attend on the same date of bid closing at 10:30
A.M. local time at the Office of Amhara National Regional State Water
Resources Development Bureau, Regional WaSH Program Coordination
Unit.
9. The
Bureau reserves the right to accept or reject all or parts of the
bid and to annual the bidding process.
